It has aroused great concern in recent years that many accidents of water shortages and water pollution successively happened had affected the daily life and production of local residents. As a strategic resource, water is essential to people’s livelihood, social stability and economic development. And management of water resources becomes very important especially when the domestic waters were universally contaminated. According to the natural characteristic of the waters, it is should be administrated as a whole unit and the regional governance should be joint together. However, in reality, the local protectionism has a negative impact that the watershed management and the regional management could not cooperate smoothly. And the theme of this paper is the cooperation between the watershed management and the regional management. The Taihu Lake Basin is the smallest one in our country, and its geographical landscape is of a typical plain area network. The regional economy is top-ranked nationwide, but serious water scarcity has appeared, therefore, the research on the watershed management and regional management is an important reference for the collaborative management between the watershed management and regional management across the country.The thesis consists of five parts. The first part is introduction and in this part the author follows closely to the water issues of Taihu Lake Basin by taking two typical examples of pollution incidents as well as regional contradiction. Also, the author makes explanations about the concepts of Water Conservancy, such as watershed, watershed management, regional management, at the same time, the author raised two Theoretical basis——the externality theory and the synergy theory, which makes references on research results from other people. The second part states the uncoordinated situation between watershed management and the regional management, and describes the current status of Taihu Lake Basin from water quality and water quantity, and in a further step sets forth the setting and division of the authorities of the watershed management and the regional management. The third part analyses the reasons why the Taihu Lake watershed management and the regional management could not be collaboratively managed, and in a further step the author analyses the examples of regional management of water resource to find the root of interest conflict. In the fourth part, the author gives a list of typical water management systems in foreign countries in the aim of finding some experiences. The fifth part is proposals and countermeasures. In this part, the author analyses the possibilities of collaborative management and points out the direction for collaborative management. Specifically the author puts forth four collaborative mechanisms for the collaborative management of Taihu Lake: legal collaborative mechanism, administrative collaborative mechanism, market collaborative mechanism, and public collaborative mechanism. It is a complex and multidisciplinary issue of collaborative management between the watershed management and the regional management, the author expect to provide a reference for the practice of watershed management.
