Study On Marine Ecological Compensation Standard Based On CVM Method

Marine ecosystem is the foundation of all living organisms. However, due to lack of protection policies and mechanisms to marine ecological environment, damage to the marine ecological environment is getting worse, one important reason is that the marine ecological compensation work is not in place. As an important aspect of ocean management, marine ecological compensation plays a crucial role to the protection and preservation of the marine ecosystem services and marine resources, the establishment of marine ecological compensation standard is the key to the establishment of marine ecological compensation mechanism. Therefore, quantitative research is necessary to marine ecological compensation standard.Firstly, the relevant concepts and theories of marine ecological compensation were summarized and describes the contingent valuation method. Secondly, this paper study marine ecological compensation standard of marine ecologica products. here we provide an perspective of marine ecosystem restoring and conduct a questionnaire survey on willingness to pay and factors of marine ecosystem services goods and marine fisheries eco-label products by contingent valuation method(CVM) in Qingdao and arrive at following conclusions: the public thinks the protection of marine ecosystems and marine ecological products is important. They are willing to pay for marine ecosystems services goods and buy these marine ecological products produced in scientific fishing methods and breeding patterns with a "marine ecological fishery " label. Every tourist’s ecological compensation standard is 52.19 RMB after enjoying the landscape, swimming, temperature adjusting and carbon sequestration services products provided by marine ecosystem in Qingdao. Marine ecosystem goods and services can bring 35.72×108 yuan ecological compensation for Qingdao every year. They are also willing to pay 23.08% more per kilogram for seafood with a "marine ecological fishery" label and ecological compensation standard is 11.81 yuan/kg. In Qingdao, The ecological compensation standard of per tourist consumed seafood is 15.27 yuan. Qingdao annually by marine ecological fishery label products available ecological compensation is 10.45 ×108 yuan. The strength of ecological protection awareness, education background, occupation and income of tourists will have an impact on the willingness to pay. At last, according to the aforementioned study, this paper analysis the marine ecological compensation subject and object, ecological compensation standard, ecological compensation means in a detail for improving marine ecological compensation standards work, at the same time it proposed the implementation of marine ecological compensation standard safeguards: increasing publicity education on marine ecosystems, improving marine resource property right system, establishing marine ecological resources valuation mechanism, establishing mechanisms for the production of certified marine ecological products. It expects to provide theory reference for the relevant department to research marine ecological compensation standard.
