Gannan Yellow River Water Supply District has an important function of watersupply and conservation; it is an important ecological barrier on Upstream of YellowRiver, for maintaining the country's ecological security is very important ecologicalsignificance. However, in recent years, the grassland resource of Gannan is graduallyworsening under natural factors and human factors role together, the function of watersupply and conservation are declining, the ecological environment is deteriorating. Inorder to protect ecological environment, the state introduced"grassland restoration"project in Gannan.However, there existing some issues such as compensation standards "fits",which don't take into account the actual needs and real ideas of herdsmen, lackingpublic participation in general, leading to falling into a vicious circle, that is"population growth→life poverty→expand the amount of livestock→grasslanddegradation→expand the amount of livestock again→grassland degradation further",which seriously affected"ecological compensation project"sustainability.In this paper, in a sustainable perspective of"ecological compensation project"tostudy, and analyzing the current method of determining compensation standard andexisting problems, selecting Contingent Valuation Method that is very popularizing ininternational can be used to assess non-market value, as a research method tocalculate compensation standards of Gannan Yellow River Water Supply District.Through surveying the participation willingness of residents in the project area andminimum willingness to accept serve as calculating the ecological compensationstandard's basis of Gannan Yellow River Water Supply District.The main conclusions are as follows:1) Most residents in the project area with the willingness that take part inecological compensation project.67.5% of people expressed their willingness to participate in ecologicalcompensation; 32.5% of people said don't want to participate in the projectconsidering inadequate compensation, losing livelihood security, increasing cost. If using the compensation package that herdsmen supported 93.6% of herdsmen wouldbe willing to participate in"grassland restoration"project.2) The participation willingness of farmers and herdsmen is impacted onpsychological and social factors doubly.①The satisfaction of farmers and herdsmen is the most important factor of theparticipation willingness, in the case of other conditions remain unchanged, the higherof satisfaction of farmers and herdsmen, the greater of likelihood to take part inecological compensation;②Farmers and herdsmen's support of ecologicalcompensation policy is an more important factor of their participation willingness, inthe case of other conditions remain unchanged, the higher of support of farmers andherdsmen, the greater of likelihood to take part in ecological compensation;③Farmers and herdsmen have material wealth and operating conditions have agreater impact on their participation willingness, the larger number of livestock thatbelonged to farmers and herdsmen, the less of likelihood to take part in ecologicalcompensation, the higher level of annual income, the greater the likelihood of theirparticipation.3) The smallest average willingness to accept of Gannan Yellow River watersupply area is 96 yuan per acre of grassland.Tender value of the farmers and herdsmen mainly concentrated in the 90, 100,110yuan, the probability is 12.7%, 20.3%, 32.9%, embodying the idea of the vastmajority of farmers and herdsmen. After calculating the minimum average willingnessto accept of farmers and herdsmen is 96 yuan.4) The willingness to accept of farmers and herdsmen is impact on quantity orquality of resources, personal income, personal preference, and individualsocio-economic characteristic.①The area of grassland belonged to farmers and herdsmen is the most importantfactors of their willingness to accept. The larger grassland area, the higher willingnessto accept;②Family size, family income, number of livestock is a more importantfactor of their willingness to accept. The more family size, the higher family income,and the larger number of livestock, the higher willingness to accept;③Thesatisfaction of farmers and herdsmen has a greater impact on their willingness to accept. The higher satisfaction, the lower willingness to accept.
