At present, water resource protection and water quality safety problem attract much attention, but there are still many problems in our country traditional water resource management system. Therefore, the research of water environment compensation mechanism has already become the focus of attention of government departments and economists. Basin water environment compensation is an important economic means of mobilizing the initiative of builders and protectors of ecological environment in water source protection areas, and it is one of the important measures of guaranteeing water resource environment safety. It is of great significance for coordinating the relation of interests between water source protection areas and benefited areas in lower reaches in a river basin and achieving sustainable development of ecological environment and social economy in water source areas.This paper proceeds from the theoretical basis of basin water environment compensation, combined with domestic and international research results and practical cases, and analyzes the compensation theory and practical problems. On the basis of comparing domestic and international several common calculation methods of compensation standard, it summarizes the differences and relations between different methods. In addition, the paper does specific research aiming directly at the compensation subject and object and compensation funds as well as compensation form of water environment ecological compensation mechanism, in order to construct a framework for basin water environment compensation standard. This research establishes models of basin water source areas comprehensive benefit compensation by applying compensation model method, opportunity cost method, cost analysis method and the method of being based on the ecological protection and construction cost, etc, considered from three aspects the compensation of water source conservation forest benefit, the compensation of restricted production benefit in protected areas and the compensation of living pollution treatment facilities benefit in water source areas.This paper calculates according to the established compensation model and concludes the water resource conservation economic total compensation of Wuchang in water source areas through a compensation case study of Mopanshan Reservoir in Harbin. By calculating, the value of the compensation of water source conservation forest benefit is 3 036 538.3 thousand yuan, the value of the compensation of restricted production benefit in protected areas is 285 795.0 thousand yuan, the value of the compensation of living pollution treatment facilities benefit in water source areas is 37 240.0 thousand yuan, the total amount of compensation is 3 359 573.3thousand yuan. Among the rest, Harbin as the benefited areas in lower reaches needs to bear the total compensation is 3 346 783.3 thousand yuan, state and provincial government take 12 790.0 thousand yuan.
