With the deterioration of the global ecological environment,people at home and abroad have increasingly recognized the importance of environmental protection.As an important part of environmental protection,ecological assessment can effectively strengthen the protection and utilization of ecological resources.Watershed ecological compensation is one of the most important areas for carrying out ecological assessment,and it is also one of the hottest areas with the most research literature.The Gan River is the largest river in the Poyang Lake system,with a total drainage area of 80,500 square kilometers,accounting for 51% of the drainage area of Jiangxi Province.The water quality of the Ganjiang River Basin is generally characterized by "two ends are more important than the middle".In recent years,the water quality of the Ganjiang River Basin has improved,but the Ganjiang River Basin is still the most polluted part of the Poyang Lake water system.life.In order to realize the sustainable development of the ecological environment of the river basin,it is necessary to study the problem of watershed ecological compensation and put it into practice.Longitudinal ecological compensation for watersheds is the most common among ecological compensations for watersheds in my country,but there is not much horizontal ecological compensation for watersheds.The watershed horizontal ecological compensation aims to simplify the cross-regional watershed ecological compensation.Only the compensation between the two upstream and downstream regions is considered.In these two adjacent regions,the downstream region compensates the upstream region(or receives upstream compensation),and then The upstream area and the more upstream area will be ecologically compensated,and so on.The determination of the compensation standard is the key link of the horizontal ecological compensation of the river basin.In this study,taking the Yichun-Nanchang section of the Ganjiang River Basin as an example,the horizontal ecological compensation standards for the watershed are measured from the perspectives of water quality and water quantity.The determination of watershed horizontal ecological compensation standards in this paper is based on input cost and water quality and quantity as assessment indicators.In this paper,the factors affecting the water quality are selected: potassium permanganate index,total phosphorus,ammonia nitrogen and dissolved oxygen,and referring to the category ? water quality standard in the national surface water environmental quality standard,using the improved Nemero pollution index method Evaluation,to determine the compensation amount based on water quality in the Yichun-Nanchang section;consider the gap between the upstream and downstream economic levels and water use efficiency in the water evaluation,and determine the unit input cost of water retention by referring to the government's input for various soil erosion control projects Finally,determine the quantity and direction of horizontal ecological compensation.This paper fully refers to relevant research reports at home and abroad,discusses the principles and basic principles of watershed ecological compensation,and analyzes the current situation and existing problems of the Ganjiang river basin ecological compensation.The calculation method of watershed lateral ecological compensation based on water quality and quantity is analyzed,and the Yichun-Nanchang section of Ganjiang river basin is taken as an example to calculate the watershed lateral ecological compensation quantity.The results show that,after comprehensively considering the compensation amount of water quality and water quantity indicators,in 2017 Nanchang City should pay Yichun City a horizontal ecological compensation amount of 26.467 million yuan.At present,the horizontal ecological compensation of the river basin is still in its infancy in practice.This paper has certain reference significance for promoting the practice of the horizontal ecological compensation in the Ganjiang River Basin and even in the Jiangxi Province.
