A Research On Ecological Compensation Mechanism For Oil And Gas Resources Exploration

Oil -gas resource is the important energy sources of our country .Recently with the domestic increasing demand for oil -gas resource, the conflict between supply and demand of the oil -gas resource is growing even tense.Over-exploitation of the oil -gas resource not only leads to the larger bear of environment and degradation and destruction of the ecological environment,but also brings about a series of human environmental problems such as the land retirement ,the shortage of water , the deterioration of water quality the destruction of vegetation , decline in biodiversify and invasion of salt water. Environmental pollution and ecological destruction largely restricts economic development.The contradiction between the ecological environment and natural resources on the one hand and economic and social development on the other hand is becoming increasingly conspicuous.Especially the conflict between the financial gain of exploitation of the resource and environmental pollution treatment is more sharply .It is urgent to set up the ecological compensation mechanism for oil and gas resources exploration.Taking an example of Dongying,The paper analyzes the ecological compensation mechanism for oil- gas resource exploration form theory and practice . It is very important to study and perfect the ecological compensation mechanism for impletmenting the scientific concept of development in Dongying ,even in all the Yellow l River Delta region ,constructing green oil field and ecologicalcity ,maintaining the harmony between human and nature ,realizing the benign circle between economy and environment,even good for the similar resources exploration in our country. The thesis is divided into five parts .The first part is the introduction.In this part, the background, meaning, and the main content of the essay are summarized.The second section is the practical and theory basis. First,in this part representative domestic and international research status quo of the research are briefly summarized. and it gives a definition of the ecological compensation.and it also disscusses the charactistics of the ecological compensation..Then it introduces the theory of PublicGoods,External Effect and Ecological Capital.The third section mainly makes an in-depth analysis of an influence of the exploitation of the oil -gas resource on the economy ,society and environment of Dongying , which is the necessary premise for the research.Development survey of economy and society in Donging is introduced in view of three aspects of the characteristics of the nature ,economy and society .And then it is analyzed that the exploitation of the oil -gas resource not only brings about high-speed development of economy and society in dongying ,but also it produces some negative effect of the environment such as water,oil,wetland and air and so on.The forth part is the keys of this thesis.The construction of the ecological compensation mechanism for oil - gas resources exploration is mainly summaried.In the thesis,The principle and basis for regulations of the construction of the ecological compensation mechanism for oil - gas resources exploration is put forward.Then it constructs the framework of the the ecological compensation mechanism for oil - gas resources exploration.It also makes an analysis of the interests subject and way of ecological compensation in frame structure of the ecological compensation mechanism for oil - gas resource exploration.By means of the methods of Market Value, Opportunity Cost and Project Cost,the ecological destructive loss and cost of treatment of environment pollution are estimated.Thereby it determines the standard of ecological compensation.At last,it analyzes the effect of the collection of compensation fee on other department by static input output analysis.The fifth part is strategies. Based on the present situations of the ecological compensation mechanism for oil - gas resource ,the safeguard measures of operation of the ecological compensation mechanism for oil - gas resource are expounded from four aspects of the establishment of the macrocontrol security by the government, legal systems construction security , scientific evaluation and construction of the compensation standard security,and subjective participation security.
