Empirical Study On The Environmental Planning Of County In Extreme-arid Region

As the important initiatives to coordinate human,environment and economic and social development,environmental planning is embodiment of the environmental protection policies and strategies from government and also high-level means in the prevention-oriented environmental protection means.At present,the literature research on the county's environmental planning is less,combined with the special environmental constraints of extreme-arid region,so it's more necessary to study the environmental planning of extreme-arid county.Firstly,the paper had reviewed the theoretical basis for environmental planning and also had reviewed and summarised comprehensively the status of domestic and international research and practice on the environmental planning.Second,based on reading literature and field-investigation,the paper had refined principles of construction of the index system for environmental planning of the extreme-arid county,such as scientific,systematic,rigid constraints of water resources, examinable,and guidance principle.Thirdly,the paper had determined the framework of index system and the individual weights by consulting experts and had analysed indexes'weight and had checked the consistency with analytic hierarchy process; on this basis,the paper had determined the standard limit of each index,and ultimately had constructed index system for environmental planning of the extreme-arid county.Finally,taking Shanshan County,Xinjiang Province as the research object,the paper had discussed that the index system constructed was practical and scientific.The paper had put the index system constructed into practice and finally completed the "12th five" environmental planning of Shanshan County.Currently,the planning had been approved by experts and adopted by the Shanshan County Government,so it could provide scientific basis for Shanshan County on environmental protection work and pollution prevention and control during the "12th Five" period.The innovation of the paper included two points as follows:(1)The paper had constructed index system for environmental planning of the extreme-arid county and then it could provide a reference for the same target areas on setting environmental planning goal and constructing planning.(2)The paper had made a useful discussion both on the selection of characteristics index,enhanced index and weakening index of the index system and the determination of the standard limits.
