Research On County Environmental Protection Planning Index System Under Resource And Environment Constraints

At present,all regions in our country are vigorously promoting the construction of ecological civilization demonstration cities and counties.The importance of the construction of ecological civilization in the county area in terms of economic development.First of all,the construction of ecological civilization plays a very important role in promoting the steady growth of green economy in the county area.Secondly,it can create good external conditions for the long-term development of county economy.Therefore,in order to finally achieve a harmonious coexistence between human and nature in the county,to ensure the safety of the ecological environment and the rational use of resources,we must carry out the construction of ecological civilization.According to Xi Jinping's ecological civilization thought and green development theory,this paper guides the construction of environmental protection planning index system under the constraints of resources and environment.On the basis of relevant national laws,regulations and policies,reading relevant documents(published academic papers and degree papers),and selecting Tokson County of Turpan City in Xinjiang as the research object,this paper studies the index system of environmental protection planning under the constraints of resources and environment.Tokson County is located to the west of Turpan City in Xinjiang,in an extremely arid region of our country,with a harsh ecological environment.Due to the strong constraint of local resources and environment,the local economic development planning must consider the resource and environment constraints.Therefore,when preparing the county's environmental protection planning,the environmental protection planning should be prepared on the premise of the resource and environment conditions.Therefore,the " 13 th Five-Year Plan" for environmental protection in Tokson County belongs to the coordinated planning of resources and environment.According to the characteristics of extremely arid climate in Tokson County,such as conditions,harsh natural environment and natural resources,the indicators areselected according to the typical indicator method.Among them,8 indicators are selected according to the national " 13 th Five-Year Plan" environmental protection plan,7 indicators are selected according to the local environmental protection plan,and 23 indicators are selected according to other scholars' research,totaling 38 indicators.Then,according to the expert scoring method,the 38 primary indicators were screened and supplemented,and finally a county environmental protection planning index system under the constraints of resources and environment was constructed.The system consists of 3 layers and 17 indicators.Among them,2indicators were selected according to the national " 13 th Five-Year Plan" environmental protection plan,6 indicators were selected according to the local environmental protection plan,and 9 indicators were selected according to the research of other scholars.The weight of each index in its index system is determined by analytic hierarchy process.In the index system,the sum of the two weights of environmental management and resource management in the criteria layer is 59.56%,which is more than half of the weight of the criteria layer.In the index layer of the index system,the index weight of water resources per capita is the largest,which fully illustrates the constraint of resources and environment in the county environmental protection planning index system.The index system of county environmental protection planning under the constraints of resources and environment was applied to the environmental protection planning of Tokson county,and the 13 th five-year plan of environmental protection of Tokson county was finally compiled and achieved good results.
