In order to prove the feasibility and the effect of index system of ceo-environmental planning, which emphases on human impact as well as nature influence, the fundamental theories of ceo-environmental planning is studied, the index system of eco-environmental planning is established and the living example of eco-environmental planning of BaoTa District is analyzed. First, the fundamental theories of eco-environmental planning are put forward, that is: theory of eco-economv. theory of sustainable development and theory of regional science. Then the fundamental theories of eco-environmental planning integrated with three theories above are expounded. Second, Cause-Effect index system of eco-environmental planning which emphases on human influences as well as nature influences is established. The method of AHP is used to acquire the weight of indictor. Next, the unified indicator of eco-environrncntal is reckoned to quantitatively assess the feasibility of eco-environmental planning. At last, the development of ceo-environment at BaoTa District in Yan扐n City is analyzed. The index system is applied to access its eco-environmental quality and its eco-environmental rationalization is made. With the study of eco-agriculture and eco-environment in BaoTa District, the practicable counter measure for the development of eco-environment and economy is put forward.
