In 2003,the planning environmental impact assessment(PEIA)system was established in China.The PEIA demonstrates the environmental rationality of the planning scheme and the accessibility of the environmental objectives from a macro perspective,and forms the suggestions for planning optimization and adjustment,which provides the decision-making basis for planning and environmental management,and realizes the coordinated and sustainable development of society,economy and environmnet.In recent years,the development of industrial concentration areas plays an increasingly obvious role in regional economic development,but with increasingly prominent environmental problems.At present,there is no complete theoretical system for the PEIA of industrial concentration areas,the cognition of the evaluation index system is not perfect,the evaluation mode and content are single,and the comprehensive and integrated research is lacking.Therefore,it is particularly important to study the PEIA of industrial concentration areas.This paper takes the technical points of PEIA in industrial concentration areas as the research object,and takes the PEIA of Hadapu industrial concentration area in Tanchang County as an example.In order to provide a certain case reference for conducting environmental assessment operations in industrial concentration areas of the same nature.Firstly,the evaluation index system is constructed according to the planning nature,industrial positioning and environmental impact identification of the concentration area,.Secondly,the technical methods of PEIA are studied and summarizd.According to the determined evaluation index system,a variety of methods such as scenario analysis,system dynamics,mathematical model and landscape ecology are selected to analyze and predict the environmental impacts of factors that have significant influence on regional development.Thirdly,the single factor environmental carrying capacity research method is adopted to analyze and study the carrying capacity of resources and environment.Finally,according to the above analysis and research contents,the overall demonstration of the planning is made,and the measures of environmental protection and mitigation are proposed.Themain research results are as follows:(1)The evaluation index system is constructed: it is divided into four levels:“target layer-criteria layer-element layer-indicator layer”.The criterion layer includes three indicators: environment,resource energy and social economy.(2)Research and summarize the technical methods of PEIA,and analyze and predict the environmental impact factors: through analysis and prediction,the environmental air,water environment,acoustic environment,solid waste environment and ecological environment in the concentration area adopt prevention and control measures,which have less impact on the environment.(3)Study on single factor environmental carrying capacity: through the analysis of the impact of resources and environmental carrying capacity,the carrying capacity of the environmental air,water resources,land resources and raw materials of agricultural and sideline products in the concentration area can support the construction and implementation of the concentration area.(4)Demonstrate the rationality of the planning of the concentration area,and propose environmental protection and mitigation measures for the environmental impact caused by the implementation of the planning and construction.
