Study On Indicators Of County Eco-civilization Construction In Extreme Arid Areas

At present,the economic and technological fields of society have developed rapidly.At the same time,the dependence and exploitation of natural resources are increasing.Therefore,in the process of human production and life,natural resources are over exploited and utilized,and economic interests are pursued blindly,while the abnormal phenomena of nature are neglected,which leads to many environmental pollution problems,similar to atmospheric pollution.Soil pollution,soil erosion,freshwater pollution,land desertification and other environmental problems have seriously undermined the harmonious development of man and nature.In the face of such environmental conditions,natural disasters and abnormal environmental phenomena give human signals to protect the ecological environment.Taking Xi Jinping's ecological environment thought as the guiding ideology,drawing on the relevant research results of many scholars,starting with the theories of sustainable development,human-land relationship and ecological economy,this paper constructs the index system of County Ecological Civilization in extreme arid areas.Empirical application of Tuokexun County,Xinjiang,to evaluate the comprehensive development index of ecological civilization in the county,the main conclusions are as follows:(1)Under the background of national unified promotion of County Ecological Civilization construction,the construction of ecological civilization in some counties with distinct natural environment characteristics also needs to make full use of local advantages,avoid the impact of adverse conditions,and increase characteristic indicators on the basis of national ecological civilization construction demonstration county index system,so as to actively promote the construction of local ecological civilization.(2)The natural conditions in extreme arid areas are poor.On the basis of the index system of national ecological civilization construction demonstration counties,this paper puts forward some characteristic indexes such as "water resources per capita in extreme arid areas" and "green coverage in built-up areas of county towns",which provide technical support for the construction of County Ecological Civilization in extreme arid areas.(3)On the basis of consulting a large number of relevant references and materials,this paper will compare the index system of ecological civilization Demonstration Zone issued bythe Ministry of Environmental Protection with the index system of ecological counties(cities)issued by the Environmental Protection Department of autonomous regions,focusing on the evaluation of the index system of ecological civilization in counties.The collected indicators will be formed into an index layer system.Frequency analysis method and expert consultation method will be used.Rational combination,the index set of the index layer was optimized three times,and finally a scientific,objective and accurate index system reflecting the development of ecological civilization construction in extreme arid areas was established.The criterion hierarchy is composed of five criterion levels and 34 indicators,including ecological environment quality,ecological economy development,ecological life civilization,ecological culture civilization and ecological system civilization.Among them,the quality of ecological environment includes 7 indicators,8 indicators for the development of ecological economy,10 indicators for the civilization of ecological life,4 indicators for the civilization of ecological society and 5 indicators for the civilization of ecological system.Among them,the quality of ecological environment includes two characteristic indicators: the per capita water resources in extreme arid areas and the coverage rate of green space in built-up areas of county towns.(4)The empirical research has achieved good practical results.The three optimized index system will be applied to the ecological civilization construction plan of Tuokexun County,and the constraints in the process of the construction of ecological civilization,as well as the analysis of the indicators that have not reached the target,8 of the 34 indicators have not reached the target.The results can objectively analyze the construction of the index system of ecological civilization construction in Tuokexun County.
