System Engineering Study On The Development Of Rural Road

The rural highway, which is the most important even the unique way of transportation in some rural areas, and it has the most important foundation infrastructure concerned with peasantry's production and life, rural socio-economic development, the construction of new village and the harmonious society. But what is the direction of development in new village construction and rural highway at present? What is the development demand of the rural highway in the new village construction? How to build the rural highway in new period, and how to appraise etc., all these problems need to be solved badly but haven't been solved yet, they are exactly problems in which the thesis is devoted to studying.This thesis, use of systems engineering research methods, reveals the requirements for the development of rural highway from four factors, which are the demand of social,economic,culture,environment development in new era,the road development of international comparison, foreign rural development model, the mutant rural social development. After comprehensive analyzing, China for the current development of the rural highway from the national level put forward the six strategies --------to support security projects, access projects, industrial projects, convenience for people projects as well as the urban and rural integration project. Analytical methods of person who utilize the interests to concern, we clear the coordination content in the development of rural highway, in which the other coordination needed community subsystems are the transport system, socio-economic system, support the protection of subsystems, and the ecological environment system; We also expound and prove the content and profundity of the subsystems mentioned above and rural highway cross-section in early planning decision-making of the rural highway; Construct the rural highway system planning theory which unit all these work contents. The local government should be responsible for the rural highway project, but also need traffic management departments to promote it, which in the current conditions under the terms of reference will be a challenge to the traffic management departments. In this thesis, we propose three countermeasures to reply this challenge for sectors and departments, which are suiting measures to local conditions, demonstration project, comprehensive planning rural highway and other systems----expecting the traffic department can find new path in promoting industry and social progress. This thesis also discussed the rural highway system project performance evaluation system and to make use of AHP-fuzzy comprehensive evaluation of the rural highway system project for performance evaluation. Summarized the experiences in nine respects of rural highway development of our country, such as leading, making policy, propagating, planning, supervising, maintenance, environmental protection, construction of a clean and honest administration, and put forward the policy of rural highway in epoch, mainly centering on fund, project management, quality, maintenance and planning and construction ahead of time moderately, and provided the related policy and recommendations based on system engineering of rural highway. In accordance with this line of though in the rural highway system engineering, the thesis gives real example analysis------rural highway system engineering construction of Zengcheng city, Guangdong province.
