Several Problems About The Construction And Management Of The Rural Highway In Western China

The "Western Development" achieved a great start in its first ten years. Now, in the progress of the strategically important period in the second ten-year plan, the economic and society of countries in western China will enter a period of fast development during the second decade. According to the Scientific Development Theory, to implement a sustainable development strategy of rural highway construction and management is significant and practical to the development of economic and society of countries in western China.Based on the theories of regional economics and social economics, and combined with the related theories of regional economy and development of foreign countries and eastern China, this thesis illustrates the internal connection of the coordinated development of regional economy and highway traffic system, handles the analytical method of SWOT to about analyzes the strength of rural highway construction and development,the weaknesses, the opportunities and threats, analyzes the core problem of funds shortage, which restricted rural highway construction, and provides an effective solution to the investment and financing bottleneck in the construction of rural highway in western China.On the basis of an investigation on the financing of rural construction, the paper further analyzes environmental problems due to the rural highway construction in western China. And, taking into consideration of the special rural geographical environment, natural conditions, and the level of highway construction in western China, we provides the idea of paying equal attention to western China rural highway construction and environmental protection and the strategy of sustainable development.After researching rural highway construction and environmental protection, the paper analyses the management and maintenance problems of rural highway in western China, and provides creative measures and strategies to solve these problems. In the guide of the above strategy, the paper integrates core issues involved in the western rural highway construction, such as financing channel, environmental protection and maintenance and management of rural highway in western China, and provides a practical and reasonable basis for the sustainable development of western rural highway construction and management.
