Research On Differentiated Development Strategy Of Manufacturing

Since the reform and opening up,China’s economy has developed rapidly and achieved remarkable achievements.However,the problem of uneven regional economic development has emerged,which is not only manifested between the eastern,central,and western regions,but also within each region.To address this development challenge,the report of the 20 th National Congress of the Communist Party of China pointed out that to promote high-quality economic development,it is necessary to deeply implement the regional coordinated development strategy and optimize the layout of major productive forces,Build a regional economic layout with complementary advantages and high-quality development.Among the three major economic zones in China,the Bohai Rim Economic Zone not only has a relatively slow economic development speed,but also the current situation of regional coordinated development is not optimistic and needs to be adjusted.Starting from this practical requirement,this thesis selects 27 double-digit manufacturing industries in 18 main cities of the Bohai Rim Economic Zone as the research object,and combines relevant economic theories such as comparative advantage theory and regional division of labor theory.Quantitative analysis was conducted on the regional advantages of each city from three dimensions: technological and financial advantages,cost comparative advantages,and location comparative advantages.Regression models are used to test and judge the dominant regional advantages that affect the development of the manufacturing industry.The research results indicate that: firstly,the development stages of the 18 cities in the Bohai Rim Economic Zone are not the same,and their respective regional advantages have significant differences,which can be roughly divided into four categories.The first type has strong technological and financial advantages and comparative advantages in location within the region;The second type has strong technological and financial advantages,but the comparative advantages of cost and location are not obvious;The third type has strong comparative advantages in cost and location;The fourth category only has a significant cost comparative advantage.Secondly,the development of different manufacturing industries is influenced by different regional advantages.Based on the regression results,the manufacturing industry can be divided into four categories,namely the cost market oriented industry represented by the furniture manufacturing industry;Technology and capital led industries represented by automobile manufacturing and pharmaceutical manufacturing;A location-based industry represented by the printing industry and the replication industry of recording media;A cost driven industry represented by the food manufacturing industry.Based on the research results,the following conclusions are proposed: firstly,from an overall perspective,achieving differentiated development of the manufacturing industry in the Bohai Rim Economic Zone cannot do without the top-level design of regional cooperation institutions and the construction of a complete transportation system as a guarantee;Secondly,from the perspective of individual cities,each city should vigorously develop corresponding industries based on its own regional advantages and characteristics.Priority should be given to developing corresponding industries based on the advantages they possess,and resource waste should be avoided as much as possible;Thirdly,cities should actively transfer manufacturing industries that do not match their own advantages,while latecomer cities should introduce relevant preferential policies to actively undertake industry transfers that are suitable for their own development.The transferor and transferee should mutually benefit each other,fully leverage their comparative advantages,achieve increasing comparative advantages through complementarity,narrow regional development gaps,and promote coordinated regional development.
