Research On The Problems And Countermeasures Of Cultivating High-quality Farmers In Meishan City

General Secretary Xi Jinping pointed out that it is necessary to promote the revitalization of rural talents,put human capital development in the first place,and strengthen the support of talents for rural revitalization.In 2019,the CPC Central Committee issued the Regulations on Rural Work of the Chinese Communist Party,which proposed the cultivation of high-quality farmers for the first time.In 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Accelerating the Revitalization of Rural Talents,which clarified the requirements for cultivating high-quality farmers.By 2023,the No.1 central document has proposed cultivating high-quality farmers for four consecutive years.From 2020 to2022,Meishan City thoroughly implemented the national plan to cultivate high-quality farmers,cultivate a total of 2,823 high-quality farmers,and had been rated as an advanced city by the Sichuan Provincial Department of Agriculture and Rural Affairs.Studying the cultivation of high-quality farmers in Meishan City and proposing relevant countermeasures and suggestions is beneficial for further improving the effectiveness of cultivation work in the region,and providing certain theoretical references and practical paths for the cultivation of high-quality farmers in other regions.This paper systematically combs the domestic and foreign literature on the cultivation of high-quality farmers.Based on the human capital theory,innovation theory and human modernization theory,this paper comprehensively summarize and analyze the current situation of cultivating high-quality farmers in Meishan City through data collection,symposium research,and other forms.By conducting a questionnaire survey on 429high-quality farmers in Meishan City,we aim to explore the effectiveness of cultivating high-quality farmers in Meishan City.Research has found that Meishan City has made substantial progress in carrying out high-quality farmer education and training,supporting high-quality farmer entrepreneurship and innovation,and expanding the development space of high-quality farmer talents,which has made the cultivation work vigorously advanced.The high-quality farmers who participated in the cultivation have high satisfaction.Through cultivation,they have enhanced confidence in industrial development,stimulated personal sense of honor,enhanced social responsibility,and gained social recognition.Based on the investigation of the current situation of cultivating high-quality farmers in Meishan City and the results of the questionnaire survey,it is found that there are problems in the cultivation of high-quality farmers in Meishan City,such as insufficient local financial investment,fewer indicators for cultivating the number of people,a lack of grain cultivation resources,and a lack of talent identification in the future.In response to these issues,this paper proposes countermeasures and suggestions for optimizing the cultivation of high-quality farmers in Meishan City,such as increasing financial investment,increasing the number of cultivators,enriching cultivation resources,and promoting professional title evaluation.
