Agriculture is one of the important pillars of the national economy in China.In rural areas of China,agriculture is the main source of livelihood for most of the population.The development of agriculture directly affects the development and stability of China’s national economy and is the foundation of our country’s social and economic development.Rural land circulation plays a crucial role in the development of agricultural industry in terms of scale,intensification,and specialization,enhances the actual control of farmers over contracted land,promotes rural revitalization strategies,and is a necessary prerequisite for promoting agricultural modernization and sustainable development.The main body of agricultural production and operation is the household,and their ownership and use rights of land determine whether they are willing to transfer land.Therefore,the study of whether farmers are willing to transfer land is of great significance to promoting agricultural development in our country in the future.Due to the harsh climate conditions and difficulties in agricultural production,low utilization of land resources,and relatively simple forms of land circulation,there is little knowledge of relevant policies among farmers in Tibet,which has led to land abandonment.Therefore,land circulation in Tibet is generally less common than in other regions.However,with the implementation of urban-rural integration and rural revitalization strategies,the development of the economy,and the promotion of urbanization,land circulation is gradually increasing,which promotes the development of modern agriculture through scale operation,and makes land circulation in Tibet an inevitable path according to the actual situation in Tibetan agricultural and pastoral areas.This article takes the willingness of Tibetan farmers to transfer land as the research object.Based on a review of previous research literature on land circulation,combined with field research,this article analyzes the willingness of farmers to transfer in and out of land.The logistic model is established to empirically analyze the willingness to circulate land and the influencing factors,and the following conclusions are drawn:(1)The willingness of Tibetan farmers to circulate land is relatively low.40.06% of the surveyed farmers have the intention to transfer out land,while 59.94% have no intention to do so.27.19% of the surveyed farmers have the intention to transfer in land,while 72.82% have no intention to do so.58.4% of the farmers who have the intention to transfer out land have not done so,while 86.03% of those who have the intention to transfer in land have not done so.(2)25.14% of the surveyed farmers have engaged in land circulation.20 households have transferred in land,and 66 households have transferred out land.The area of land circulated per household is mostly between 1-5mu,and it is mostly transferred to local farmers and relatives and friends,and the land is mainly used for growing food crops.Among the farmers who engaged in land circulation,68.60% signed a circulation contract,while 31.4% did not.(3)The level of education of the household head,types of vehicles owned,size of cultivated land,whether land is left uncultivated,type of housing,satisfaction with land leasing information,and whether the household has completed land certification all have a positive significant impact on the willingness of farmers to transfer land out.Savings,size of cultivated land,and the level of education of the household head have a negative impact on the willingness of farmers to transfer land in.Having a land contract certificate,satisfaction with land leasing information,and awareness of land certification all have a positive impact on the willingness of farmers to transfer land in.Age,gender,annual income,household population size,number of laborers,and whether the household has a village cadre have no significant impact on the willingness of farmers to transfer land in or out.(4)Based on theoretical analysis and the specific situation of the Tibet Autonomous Region,four countermeasures are proposed for land transfer work.First,improve the publicity of land transfer policies and reduce the degree of land dependence.Second,improve the cultural quality of farmers and herdsmen and enhance their ability to manage land transfer.Third,establish a land transfer trading platform to promote the marketization of land transfer.Fourth,strengthen the protection of land property rights to safeguard the rights and interests of farmers in land transfer.
