| As an effective means to alleviate economic contradictions in the context of new urbanization,the special town has distinct regional characteristics,industrial features and modern service function advantages,livable and vibrant,and is both a transitional form between urban and rural areas and a new attempt to promote economic development and achieve economic restructuring.Compared with common construction projects,it is characterized by many sub-projects,heavy tasks and large investments.Introducing the PPP model into the construction of characteristic towns,on the one hand,makes full use of the advantages of social capital in expertise,management and operation,etc.,and at the same time,it can break the bottleneck of the government budget and supply quality public services to the society.However,along with this,there are certain financial risks associated with the application of PPP mode in the construction of special town,so it is necessary to carry out financial risk management for the construction of special town under PPP mode.At present,a large number of projects have emerged in China to build characteristic towns in PPP mode,and financial risk management for this type of projects will be beneficial to the smooth implementation of the projects and avoid more losses.This paper uses case study method,questionnaire method,and combined qualitative and quantitative method to specifically study the following contents: First,the background and significance of the research in this field,the current situation of domestic and foreign research,and the purpose,content,and method of the research are presented in combination with the literature in recent years,summarizing the relevant concepts and theoretical foundations to pave the way for the case study and solving practical problems in the later paper.Secondly,we take R special town under PPP model as the research object,firstly,introduce the overview of the project,identify 13 main financial risk factors in 4 major aspects of financing,investment,cost overrun and revenue distribution based on the measurement and analysis of financial indicators,construct the index system for financial risk evaluation,calculate the influence weight of each risk factor by using hierarchical analysis model,and according to the risk weight A hierarchical classification was conducted,and a comprehensive evaluation of the various financial risk factors faced by the studied cases was carried out.Thirdly,the risk evaluation results are combined to propose targeted risk control countermeasures for the PPP project of R special town,and corresponding countermeasures are also proposed from the perspectives of the government,social capital,finance,insurance institutions,construction units,and the public,respectively,based on the results of the case study of R special town,to provide reference for all participants of the PPP special town project. |
