The owner is the investor and organizer of the construction project and plays a leading role in the construction activities.Selecting the appropriate contractor for the project can effectively reduce the occurrence of problems such as quality safety and contract disputes.At the same time,because the construction market has the characteristics of "trading first and then production",coupled with the long contract performance cycle and many uncertain factors,in order to ensure the correct performance of the contract,the owner needs to carry out effective supervision.If the owner lacks effective means to evaluate the contractor,it will restrict the improvement of construction quality and affect the healthy development of construction industry.Therefore,this paper proposes a performance evaluation system that combines performance ability evaluation and performance behavior evaluation and runs through the life cycle of construction project contract,so as to help the owner select the appropriate contractor in the contract signing stage and prevent and correct the Contractor’s performance problems in the contract execution stage.Firstly,taking the comprehensive identification and review of the Contractor’s performance ability as the starting point,this paper extends the scope of performance ability evaluation back to the contract execution stage,and constructs a set of contractor performance ability evaluation index system including 4 dimensions and 17 indicators by using the methods of literature research,questionnaire survey and statistical analysis.Secondly,taking the supervision and feedback of the Contractor’s performance behavior as the focus,the scope of performance behavior evaluation is extended to the contract signing stage,and using the same method,a set of performance behavior pre evaluation index system in the contract signing stage including 3 dimensions and 10 indicators and a set of performance behavior evaluation index system in the contract execution(closing)stage including 6 dimensions and 25 indicators are constructed.Then,based on the mechanism of performance ability and performance behavior,as well as the relationship between performance ability evaluation and performance behavior evaluation,the contractor performance evaluation system architecture is established,which enriches and improves the theoretical framework of contractor performance evaluation.On this basis,the dynamic evaluation mechanism of contractor performance is constructed,the linkage management of performance ability evaluation and performance behavior evaluation is strengthened,and the dynamic evaluation process of contractor performance based on contract life cycle is established in combination with the life cycle of construction project contract,which promotes the organic combination of performance evaluation theory and practice.Finally,a questionnaire survey was carried out again for empirical study,and the rationality of the above three sets of indicator systems and the dynamic evaluation process of contractor performance was verified by analyzing the feedback data of the respondents.The above research results together constitute a relatively complete set of contractor performance evaluation theory and application system,which can not only help the owner to achieve the performance objectives agreed in the contract,but also provide more market opportunities for excellent contractors and create a market environment of fair and orderly competition.
