| China’s state-owned enterprises have undergone the reform of the old three systems since the reform and opening up of our country,but some monopolistic and public Welfare state-owned enterprises still have the problems of cadres being able to move up but not down,employees being difficult to enter but not to leave,and unreasonable income distribution.In response,the government has gradually set the reform of the three systems of state-owned enterprises,those systems which proposed to carry out are labor system,personnel system and distribution system,i.e.,"cadres can go up and down,employees can enter and leave,and Wages can increase and decrease",Which has pointed out the direction for the reform and development of state-owned enterprises.In this context,the thesis takes the W state-owned water supply enterprise as an example and analyzes the three institutional reforms of this enterprise from a competitive neutrality perspective,combining competitive neutrality theory,organizational change theory and incentive theory.Firstly,the background and significance of the study are explained,and the literature review and the main research contents and methods of this study are described.Second,the concepts and methods related to the theoretical foundations are reviewed.After that,the current situation of the three systems of labor,personnel and distribution in W state-owned water supply enterprises is explained.On this basis,a questionnaire is designed and distributed in the context of the current situation of the enterprise,and the analysis is conducted based on the data collection to summarize the current problems of the three systems in W state-owned water supply enterprises,including the following six problems: few exit channels for employees,low recruitment standards for employees,imperfect market-based hiring mechanism,cadres can go up but not down,market-based distribution mechanism is not established,and performance assessment related to distribution is not yet perfected.Subsequently,the inner connection between competitive neutrality and the three systems reform is analyzed,and the advantages of introducing the principle of competitive neutrality in the three systems reform of state-owned enterprises are clarified through the analysis of the traditional points of the three systems reform of state-owned enterprises and the comparative analysis of the points of the three systems reform of state-owned enterprises under the perspective of competitive neutrality,and the general plan of carrying out the three systems reform of W state-owned water supply enterprises under this perspective.The four main keys are deepening the tenure system and contractual management of the leadership staff,comprehensively promoting the marketization of employment,improving the market-oriented salary distribution mechanism,and implementing accurate assessment,then putting forward countermeasures and suggestions for the redesign of the three systems.Finally,we put forward guarantee measures to promote the reform of the three systems in terms of organization,system and culture to ensure the smooth implementation of the reform.Through this research,on the one hand,it helps to provide ideas and methods for W state-owned water supply enterprises to carry out the reform of the three systems and solve the problems existing in the current labor,personnel and distribution systems under the perspective of competitive neutrality,which has certain practical value and operability.On the other hand,it provides ideas and references for the same type of public welfare state-owned enterprises to carry out three system reforms and establish sound modern enterprise management under the perspective of competitive neutrality. |
