Research On The Path Of China State-owned Enterprises Reforms Under The Modern Enterprises System

The reform of China socialist economy system had made qualitative leaps.The18 th National Congress of the Communist party of China urged that we should further deepen reform of state-owned enterprises,consolidate the main position of the state-own economy and improve the basic economic system,while we are comprehensively deepening socialist economy system.From we had made sure that picked the establishment of a modern corporate structure as the target of reform of the state-owned enterprises during the Third Session of the CPC in 1994,the reform of state-owned enterprises have opened up a reform path with Chinese characteristics.Reform of the state-owned enterprises has experienced four historical stages.The first stage focused on being ready to reform the enterprises system,which expanded the decision-making power to enterprises.The second stage focused on innovating enterprises system,which made sure that the modern enterprises system was the target of reform of state-owned enterprises.The third stage focused on reform of state-owned assets supervising and administrating system,the stock transformation and the development of the mixed ownership economy.The forth stage focused on comprehensively deepening the reform of the modern enterprises system.The reform of state-owned enterprises made great achievements.However,there are some problems in the state-owned asset management,the stock transformation and the development of mixed ownership economy.The incomplete modern enterprises system is the root cause.So the state-owned enterprises should take effective measures to settle these problems.Perfecting the modern enterprises system is the demand of perfecting socialist market economy system.The modern property rights system reform and completeness of company management structure are the key questions of establishment of modern enterprises system.The important role of establishment of modern enterprises system is the principal determinants why it as the fundamental direction of state-owned enterprises reform.Production relations determined by productive forces,perfecting the modernstate-owned enterprises system will become the target of state-owned enterprises reform for a long time.And it should not only innovate on the theory of state-owned enterprises reform and promote the reform,but strengthen the public sector of the economy,improve the basic economic system and promote the socialist economics system reforms.
