Abstract/Summary:
At present,the development of Internet technology and digital technology innovation continue to emerge,and the digital service industry relies on the crossborder flow of data to inject momentum into the global value division.In this context,traditional forms of trade can no longer meet the needs of enterprises in various countries to reduce costs and increase efficiency.Therefore,the introduction of digital platforms by countries and the integration of traditional trade have formed a new form of trade,namely,digital trade.Digital trade has become an important engine of global trade growth.While promoting the development of digital industry and digital trade,countries have formulated various rules to govern digital trade and protect their own digital industries for national security,privacy protection,tax revenue and other considerations,but in a country’s trade practice,although the protection trade policy is the main means to cultivate national industries and improve industrial competitiveness,whether it achieves the policy purpose of supporting domestic industries,the effect needs to be tested.This article mainly discusses the impact of trade barriers in digital services on the participation of digital services in the global value chain division of labor,and explores the impact effects and impact path.First of all,this paper sorts out the relevant literature related to this article,defines the relevant concepts of digital service industry,global value chain division of labor,trade statistics system,digital service trade and barriers,and elaborates on relevant theories such as global value chain division of labor,trade protection,laying a foundation for research.Secondly,the digital service trade barriers are measured and explained by the usage differential method.The WWYZ method is used to measure the level of the global value chain division in digital service industry,which is expressed by two indicators,export added value and participation,from the perspective of participation scale and depth,and the measurement results are explained.Thirdly,based on the panel data of 39 countries from 2005 to 2018,the extended gravitational model was used to study the relationship of digital service trade barriers and the scale of the division in the global value chain,and the reliability of the results was verified by using three robustness tests: replacement indicators,adjustment data,and endogenous processing.Then,based on the panel data of 49 countries from 2006 to 2018,the two-way fixed-effect model is used to study the negative impact of digital service trade barriers on the depth of division in global value chain,and the heterogeneity analysis of countries and industries is carried out,and finally concludes:(1)digital service trade barriers hinder digital service industry from improving the participation of the global value chains;(2)Because of the different economic development and industry characteristics,the negative effects are different,among which the inhibition effect on countries: developed > developing countries;Inhibition effect on subdivided industries: digital transaction industry> digital information and communication industry> digital media industry;In addition,the intermediary effect model is also used to verify the barriers to trade in digital services,and limit the improvement of the division of labor in the digital service industry by suppressing the effect of comparative advantage and technology spillover.Finally,based on the previous theoretical analysis and empirical research results,this paper proposes some suggestions to promote the participation of digital services in division of the global value chains from the perspectives of reducing trade barriers in digital services and enhancing the international competitiveness of the digital services industry.
