| Innovation is the primary driving force for promoting technological progress and achieving highquality economic development.According to the Global Innovation Index Report released by the World Intellectual Property Organization,China’s innovation index ranking climbed from 34th in the world in 2012 to 11th in 2022.After years of hard work since the reform and opening up,at the 20th National Congress of the Communist Party of China,General Secretary Xi Jinping announced that China has entered the ranks of innovative countries,and pointed out that by 2035,China will enter the forefront of innovative countries,in order to achieve this goal,it is necessary to achieve high-quality,high-level scientific and technological self-reliance and self-improvement with higher level of innovation requirements.The development of regional innovation not only requires the input of a variety of resources and elements,but also the support of the business environment.position in the process of the rise of central China to carry out high-quality development and achieve the goal of socialist power,in this context,studying the impact of Henan Province’s business environment on regional innovation is conducive to improving the current situation of insufficient innovation capacity in Henan Province,and is of great practical significance for Henan Province to achieve regional coordinated and high-quality development and further narrow China’s unbalanced and insufficient regional development.This paper first sorts out the relevant research of previous scholars on the business environment and regional innovation,combines the current situation and characteristics of economic development in Henan Province,and constructs a business environment evaluation index system including five first-level indicators,eleven second-level indicators and nineteen third-level indicators including government affairs environment,market environment,infrastructure environment,ecological environment and social security environment,and determines the weight of each index through the objective empowerment method,that is,the entropy weight method,and calculates the final score.On this basis,a fixed-effect model is established to test the research hypothesis proposed in this paper,and the following conclusions are obtained:(1)On the whole,the business environment can significantly promote the improvement of regional innovation ability,and the hypothesis 1 is verified.In addition,the impact of the sub-environment of the business environment on regional innovation is different,specifically,the government environment,market environment and infrastructure environment have a significant positive effect on regional innovation,while the two factors of social security environment and ecological environment have no significant impact on regional innovation.(2)In order to alleviate the endogenous problem caused by the most likely reverse causal interference,this paper draws on the experience of predecessors and uses the first order of business environment lag as a tool variable to carry out two-stage least squares regression,and finds that it is basically consistent with the benchmark regression results,that is,the optimization of the business environment can promote the improvement of regional innovation level.(3)From the perspective of robustness test,the three methods of replacing the explanatory variables,clustering to the city level of robust standard error and replacing the model are adopted,and the conclusions are consistent with the previous article,indicating that the results of this paper are robust.(4)From the perspective of mechanism analysis,the number of scientific researchers plays a part of the intermediary effect in the relationship between the business environment and regional innovation,and the intermediary effect accounts for 12.996%,which means that the impact of the business environment on regional innovation is moderate.12.996%is achieved through the increase in the number of scientific research personnel,which verifies Hypothesis 2.(5)From the perspective of heterogeneity analysis,the business environment of cities with a high level of urbanization has a significant positive effect on innovation,while the business environment of cities with a low level of urbanization has no significant impact on regional innovation.The business environment of cities that are more dependent on import and export trade has a significant positive effect on innovation,while that of cities that are less dependent on import and export trade has no significant effect.(6)In order to analyze the difference between the "quality" and "quantity" impact of business environment on regional innovation,innovation is divided into substantive innovation behavior and strategic innovation behavior,and the return results show that the business environment promotes substantive innovation behavior less than the promotion effect on strategic innovation behavior.After a series of empirical tests,this paper further verifies the positive role of a good business environment on regional innovation,and puts forward targeted suggestions from the perspective of the government and other innovation subjects in order to better promote the improvement of innovation level in Henan Province.Specifically,government departments continue to promote the urbanization process and achieve coordinated development;Formulate talent introduction policies according to local conditions,and better play the intermediary effect of talent agglomeration on the business environment to promote regional innovation;Establish a dynamic business environment assessment system to make up for shortcomings in the construction of the business environment in a timely manner.Colleges and universities should first build a strong teaching team,secondly,cultivate students’ innovative spirit of daring to be the first,and build an innovation and entrepreneurship platform,do a good job in policy publicity,and continuously import talents for the society.Enterprises and scientific research institutions should give full play to the incentive and constraint effect of evaluation results,face up to the role of policies,guide the optimal allocation of resources,and strengthen the improvement of scientific research quality. |
