China's industrial enterprises have passed the early stage of development and came after the resource constrained. In the face of increasingly fierce global competition and rising cost pressures, China's industrial enterprises began to seek to transfer for new business development. There still large space for the development of China's industrial enterprise. In order to solve the problems in the development of industrial enterprises, industrial upgrading is truly promoting the transfer development. Industrial upgrading, technological innovation is an essential. The technological innovation of industrial enterprises, in addition to its innovation ability, the impact of the regional innovation environment is also crucial.This paper firstly reviewed several relevant concepts and the relevant theory; the regional innovation systems theory, corporate transfer theory, the technological innovation theory. Then analysis the relationship between regional innovation environment and industrial enterprises, and the relationship between inter-district transfer and technological innovation, by sort of relevant literature and found that regional innovation-based environmental research firm, inter-district transfer of technological innovation is still in the intersection gap, this is what the study is look for. According the Report of China's Industrial Economy, China's industrial enterprises gradually transfer from east to central and western region. This paper also focused on analyzing the situation of industrial enterprises in technological innovation, and find out the problems that technological innovation and industrial dynamics. By building an environmental factor indicators system that affecting technological innovation indicators and collect related Indicators 2001 to 2009 inter-provincial panel data analysis using SPSS for data analysis. The China's regional innovation environment will be divided into four regions; special innovation environment zone, high innovation environment zone, mid innovation environment zone, low innovation environmental zone. And then analysis the innovative features of each technological innovation zone. Depending on the environmental characteristics of each technology innovation, carry out technology innovation strategy for China industrial enterprises in inter-district transfer.
