At present, the characteristics of China’s economic development has changed from the stage of high-speed growth to the stage of high-quality development,in order to adapt to this change the government has introduced a series of relevant policies, the 20 th National Congress report also proposed to significantly enhance the ability of scientific and technological self-reliance and self-reliance,relying on innovation-driven economic quality development.Innovation is the first driving force of high-quality economic development, and trade in intermediate goods is an important carrier of technology spillover and diffusion. In this context, enterprises,as an important subject of implementing the innovation-driven development strategy, play a key role in the healthy development of the domestic economy by promoting the improvement of their innovation level through the technological innovation effect of trade in intermediate goods. Therefore, this paper explores the relationship between the quality of imported intermediate goods and enterprise innovation using micro-enterprise level data.In the theoretical analysis part, this paper firstly categorizes and composes the related studies on imported intermediate goods, imported intermediate goods quality measurement and enterprise innovation.Secondly, according to the literature,we analyze the mechanism path of import intermediate quality affecting enterprise innovation, and propose two mechanisms based on learning ability improvement and market scale expansion to explore how to improve enterprise innovation ability. Finally, the measurement and status of imported intermediate goods quality and enterprise innovation in China are introduced. In terms of empirical research, this paper empirically analyzes the benchmark model based on Chinese industrial enterprise data and Chinese customs data and enterprise patent data from 2000 to2013 using descriptive statistical analysis, multiple covariance test, and fixed effects model regression.Next, robustness tests and endogeneity issues are handled through a series of methods. Finally, learning ability and market size are used as moderating variables to test the influence mechanism, respectively. Finally, heterogeneity analysis is conducted according to the ownership, trade mode, and location of enterprises to explore the impact of imported intermediate goods quality on enterprise innovation. The theoretical analysis and empirical results lead to the following conclusions: First, the quality of imported intermediate goods can promote enterprise innovation.Second,in terms of the nature of enterprises, the quality of imported intermediate goods of non-state-owned enterprises can promote enterprises to innovate, while the impact of imported intermediate goods quality of state-owned enterprises on enterprise innovation is not significant.Third, from the viewpoint of trade mode, the quality of imported intermediate goods of general trade mode enterprises and mixed trade mode enterprises can promote enterprise innovation. However, the impact of the quality of imported intermediate goods on enterprise innovation by processing trade mode enterprises is not significant.Fourth,in terms of regional differences, the quality of imported intermediate goods in the eastern region of China has a significant promotion effect on enterprise innovation, and the quality of imported intermediate goods in the central and western regions has no significant effect on enterprise innovation.Fifth, learning ability enhancement and market size expansion have a reinforcing effect on the quality of imported intermediate goods to promote enterprise innovation. Finally, this paper puts forward relevant policy recommendations based on the research findings.Improve the import policy and strengthen the implementation;promote the reform of state-owned enterprises;promote the transformation of trade patterns;and tailor the policy to local conditions and precision.
