The report of the 19 th National Congress of the CPC pointed out that the principal contradiction in Chinese society has become the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life,and the Chinese economy has changed from high-speed growth to a stage of high-quality development.The Report of the Party’s 20 th National Congress further regards t the realization of high-quality development as one of the essential requirements of Chinese-style modernization,and lists it as the primary task for the comprehensive construction of a modern socialist country in the new period.As the basic industry of the national economy,agriculture also faces the mission of high-quality development and becomes the key to high-quality economic development,which is one of the hot spots of economics research at present.The original way of agricultural development with high input,high consumption and high pollution is unsustainable,and it is necessary to pay more attention to "quality" improvement on the basis of the past growth orientation of "quantity",and to take a "quality" and "quantity" approach.and "quantity" at the same time to take the road of sustainable agricultural development.Science and technology innovation has injected new impetus into the high-quality development of China’s economy,and promoting the effective allocation of scientific and technological resources in the whole agricultural industry chain and thus improving agricultural science and technology output is an important measure to boost the high-quality development of agriculture.However,due to the limited resources and the interference of various factors,the allocation of agricultural science and technology resources has long been a serious problem of duplication and mismatch,resulting in a non-efficient state of agricultural science and technology output capacity,which has a certain impact on the sustainable development of agriculture.In this context,studying the impact of mismatch in agricultural science and technology resource allocation on high-quality agricultural development can enrich the theoretical connotation of agricultural science and technology resource mismatch and high-quality agricultural development,help analyze the practical problems of agricultural science and technology resource mismatch and promote high-quality agricultural development,and is of great significance to the long-term and stable development of China’s agricultural economy.This study is mainly concerned with the following:In the first part,the research on resource mismatch,science and technology resource mismatch,high quality development,agricultural high quality development,resource mismatch and high quality development is sorted out,the theoretical connotations of endogenous economic growth theory,resource mismatch theory,sustainable development theory,Schultz theory of transforming traditional agriculture and the influence mechanism of agricultural science and technology resource mismatch on agricultural high quality development are elaborated,and a descriptive analysis of agricultural science and technology resources input and output and the current status of agricultural high-quality development.In the second part,Based on the resource mismatch theory,the mismatch index of human and financial resources in agricultural science and technology in each province is measured through the construction of an agricultural science and technology resource mismatch measurement model,and the spatial and temporal evolution and change trends of agricultural science and technology human and financial resources mismatch are analyzed by using Arc GIS software and Markov analysis.In the third part,based on the "Five Development Concepts" and the characteristics of the era of "carbon peaking and carbon neutral",we construct a more practical evaluation system for measuring high-quality agricultural development,and analyze the level of high-quality agricultural development in each province by using the entropy weighting method to measure the agricultural development index.We will analyze the level of high-quality agricultural development in each province,understand the strengths and weaknesses of high-quality agricultural development in each province,and analyze the spatial and temporal evolution characteristics and dynamic trends of high-quality agricultural development with the help of relevant tools.In the fourth part,through the analysis of relevant influence mechanisms,the benchmark regression and spatial econometric regression models are constructed by combining agricultural science and technology resource mismatch and agricultural high-quality development,and four indicators,namely resource utilization,environmental regulation,rural labor transfer and industrial structure rationalization,are selected as control variables for regression analysis,and the direct influence effect and spatial extent of agricultural science and technology resource mismatch on agricultural high-quality development are analyzed in detail.
