Since the premium subsidies for agricultural insurance were carried out by the central government in 2007,China’s policy-oriented agricultural insurance has expanded rapidly.However,the problems such as low level of insurance coverage has also became increasingly prominent as its scope has become more and more extensive.The Pilot Programs of Full cost Insurance and Income Insurance for the Three Major Cereal Crops was jointly issued by the Ministry of Finance and other relevant departments in 2018,the Inner Mongolia Autonomous Region as one of the pilot areas.In 2022,the Full cost Insurance for the Three Major Cereal Crops expanded its implementation scope comprehensively in the Inner Mongolia Autonomous Region.And corn as one of the three main cereal crops in China,it plays an important role in agricultural production.And Inner Mongolia Autonomous Region as one of the major corn producing area in China,its corn industry development plays a foremost and representative role.Firstly,this thesis expounded and analyzed the status quo of development of corn industry in the Inner Mongolia Autonomous Region as well as the implementation of full cost insurance.It specifically introduced the basic information of corn planting,the composition of corn production cost and its changes,the main risks and disasters for corn planting in the Inner Mongolia Autonomous Region.Secondly,a theoretical model was established to explain farmers’ purchasing behavior of full cost insurance on planting corn through theoretical analysis and literature review,and a research hypothesis was proposed.Then,factor analysis was used to test the reliability and validity of the questionnaire measuring the factors affecting farmers’ purchasing behavior.Next,the established structural equation model was used to analyze the impact and effect pathway of each influencing factor on the purchasing behavior of farmers.Thirdly,OLS and PSM are adopted to verify the effect of the corn full cost insurance on farmers’ income on the basis of theoretical analysis and combined with previous studies in which a hypothesis was proposed that the corn full cost insurance can help increase farmers’ income levels,and meanwhile quantile regression was used to identify the effects of this insurance on the income of farmers at different income levels.Finally,the following conclusions have been drawn according to the analysis of this study:(1)the participation rate of the corn full cost insurance is high;(2)farmers’ cognition of the corn full cost insurance is low;(3)farmers’ satisfaction to the corn full cost insurance is high;(4)perceived behavioral control has the greatest influence on farmers’ purchasing behavior;(5)government propaganda can stimulate farmers’ purchasing behavior;(6)full cost insurance on planting corn has a signally positive effect on farmers’ income.Based on the above findings and the status quo of implementation of full cost insurance on planting corn in the Inner Mongolia Autonomous Region,the following suggestions have been put forward in this thesis:(1)it is necessary to pay attention to the effect of publicity and improve farmers’ cognition;(2)the government shall guide and publicize the agricultural insurance policies;(3)it is important to standardize insurance market operations and implement no-claims bonus;(4)the implementation plan should be optimized and the standard of compensation cycle shall be determined more reasonably;(5)information sharing need to be enhanced and lower the cost for carrying out the insurance services;(6)subsidies shall be allocated flexibly to ease the financial pressure;(7)establishing diversified insurance clauses and greater attention should be paid to the diversity of agricultural insurance policies.
