Agricultural mechanization is an important material basis for realizing high-quality agricultural development.Agricultural machinery purchase subsidy is of great significance to promote the promotion of agricultural mechanization level.Today,agricultural machinery purchase subsidies has been from the preliminary implementation stage to standard implementation stage,under the agricultural machinery purchase subsidy policy support,farmers because blindly follow suit,the purchase of agricultural machinery,idle agricultural machinery,agricultural machinery and existing planting scale is not suitable,at the same time,low-end agricultural machinery ownership increased year by year,lead to high-end smartphonesth into the market difficulties,these phenomenon makes agricultural machinery utilization is not high,caused the resource allocation of dislocation,thus hindered the development of rural agricultural mechanization.Based on this,in order to further optimize the allocation of agricultural machinery subsidy and rationally allocate resources,it is urgent to study the effect evaluation of agricultural machinery subsidy policy and explore the optimal allocation of agricultural machinery purchase subsidy.This thesis aims to reveal the mechanism of the optimal allocation of agricultural machinery purchase subsidies,from the agricultural machinery manufacturing enterprises,agricultural market main body and the government research perspective,agricultural machinery demand promotes the agricultural machinery supply,agricultural machinery supply conform to the agricultural machinery demand,based on this,further evaluation of agricultural machinery purchase subsidy policy effect,explore the way to optimize the allocation of agricultural machinery subsidies.Through the analysis of the subsidy object,subsidy distribution allocation and subsidy distribution amount,The author combined with practice,Using the literature research method,comparative analysis,principal component analysis,According to the indicators of agricultural machinery purchase subsidy funds and agricultural production conditions in Inner Mongolia Autonomous Region,Principal component analysis and research on the effect of agricultural machinery subsidy policy,The following conclusions are drawn:(1)the effect of agricultural machinery purchase subsidy policy in 2020 is significant,On the whole,there is still a large room for improvement;(2)When comparing and analyzing the effect of agricultural machinery purchase subsidies in the allied cities,The study found contradictory score ranking among the principal components of the allied cities,There is an imbalance between the allocation of the central financial investment and the autonomous region;(3)According to the score ranking of each league city,the four types of league cities can be sorted out,The proportion of central financial investment and the proportion of financial investment of the autonomous region can optimize the allocation of agricultural machinery subsidies according to this classification.According to the effect of the agricultural machinery subsidy policy and its optimal allocation in Inner Mongolia,this thesis proposes the following optimization countermeasures:(1)updating the scope of agricultural machinery scrap subsidy;(2)paying attention to the regional differences of the subsidy policy;(3)giving full play to the role of the agricultural machinery purchase subsidy;(4)encouraging the policy;(5)Create a good environment for policy implementation;(6)unblocking the financial credit to alleviate the obstacles of rural agriculture.
