Research On The Efficiency Evaluation Of Agricultural Machinery Purchase Subsidy Policy In Heilongjiang Province

The report of the Nineteenth National Congress of the Communist Party of China stated that it is necessary to implement the strategy of rural revitalization and accelerate the modernization of agriculture and rural areas.In the economic and social development,agriculture has always occupied an important position.Agricultural mechanization is an important driving force for the realization of agricultural modernization and an important material basis for the transformation of traditional agriculture to modern agriculture.In order to encourage farmers to purchase agricultural machinery and improve agricultural production capacity,China promulgated the "Agricultural Mechanization Promotion Law" in 2004,and introduced a subsidy policy for the purchase of agricultural machinery.Since the implementation of the subsidy policy,the subsidy has gradually increased,and it has gradually become one of the important agricultural support policies.Heilongjiang Province is not only a major agricultural province,but also one of the important provinces implementing agricultural machinery purchase subsidy policies.Exploring the efficiency of agricultural machinery purchase subsidy policies in Heilongjiang Province has a certain representativeness,which is of great significance for deepening China’s agricultural subsidy policies.First,on the premise of in-depth understanding of the policy implementation background,through the research and definition of the relevant concepts and theories of agricultural machinery purchase subsidies,the necessity of policy implementation is clarified.By sorting out the implementation schemes of subsidy policies over the years,we can understand the subsidy objects,scope and standards of the policies in detail,and by analyzing the subsidy situation in Heilongjiang Province,we can grasp the implementation of the policies at this stage.Driven by the agricultural machinery subsidy policy,agricultural mechanization has good development conditions.The article has studied the effects achieved since the implementation of the subsidy policy in terms of agricultural machinery equipment level,agricultural machinery operation level,agricultural machinery service organization,and sustainable development.Second,the DEA-Malmquist model is used to calculate the efficiency of subsidy policies in Heilongjiang Province as a whole and in 13 prefectures and cities.Studies have shown that the agricultural machinery subsidy policy is insufficient in terms of pure technical efficiency or scale efficiency,and there is an imbalance between cities.In addition,the total factor productivity of the agricultural machinery subsidy policy is in a downward trend because of the decline in overall efficiency and technological progress,and the total factor productivity of various cities is also significantly different,and technological progress is the main constraint.Finally,in view of the evaluation results and the problems in the implementation of the policy,this article puts forward suggestions to improve the agricultural machinery purchase subsidy policy in Heilongjiang Province: adjust the scale of agricultural machinery subsidies in various regions,optimize the structure of agricultural machinery subsidies in various regions,expand the scope and intensity of subsidies,increase Great supporting policy support,improve the management mechanism of agricultural machinery subsidies,and enhance government public service capabilities.
