China is promoting the deep integration of cloud computing,the Internet of Things,big data,artificial intelligence,and the real economy,promoting the healthy development of new businesses and models.Accelerating the development of China’s digital economy and building a digital China have become the main tone of China’s future development,providing policy guidance for further promoting the Digital transformation and accelerating digital development.In this context,as one of the information infrastructure and network industries,the digitalization level of the communication industry has become a key indicator to measure a country’s level of informatization.The development of digitalization has become a new direction for communication operators.Accelerating the promotion of digitalization strategy is not only an important measure for communication operators to adapt to the national supply side reform strategy,but also a need for the implementation of "new infrastructure".It is also a significant initiative for enterprises to accelerate the deep integration of their new and traditional businesses and establish a new identity.This paper first studies and analyzes the classic maturity model indicator system and maturity level,including Capability Maturity Model Integration(CMMI),Data Management Maturity(DMM)and other classic maturity models,summarizes the construction principles and related laws of the maturity model,introduces the maturity model into the evaluation of Operator A’s digital transformation,and builds a digital maturity model for Operator A.The maturity level of this model is divided into five levels,namely initiator,catcher,mature,innovator,and leader,with explanations for each level.Subsequently,a maturity evaluation index system is constructed,covering six dimensions: strategy and vision,customer and brand,data construction and application,infrastructure and technology,product operation,organization and culture.The paper then determines the weight values of each dimension through a questionnaire on the expert group,and introduces the application of the maturity model.Finally,based on the constructed maturity model,Operator A is evaluated.It is found that Operator A has shortcomings in digital strategy,technological innovation,data governance,talent reserve,and other aspects.Relevant optimization suggestions are proposed to address these shortcomings and issues.By selecting Operator A as the research object,this paper studies of maturity evaluation methods for digital transformation,providing valuable references and inspiration for subsequent research in related fields.
