| The development of China’s agricultural production and operation organizations has gone through the stage of "fighting alone" from the new business entities to the stage of "enterprises+organizations+farmers",and then to the stage of "agricultural industrialization consortium".The agricultural industrialization consortium is an integrated agricultural operation organization alliance of leading enterprises,farmers’ cooperatives,family farms and other new agricultural operation entities based on division of labor and cooperation,relying on scale operation,and linked by interests.It is the product of the evolution of agricultural operation organization mode.Through the high division of labor among the new operation entities within the organization and the stable flow of production factors,it can improve the overall profitability,Strengthening the ability to cope with market risks has become the most advanced organizational form of modern agricultural production.In the Key Points of Rural Industry Work in 2021,the country also stressed the need to strengthen the integration of agriculture and agriculture,promote the integrated development of multiple subjects,cultivate and support a number of agricultural industrialization consortiums.It can be seen that the agricultural industrialization consortiums conform to the development direction of China’s agricultural industry,can promote the construction of a modern management system,and promote farmers’ income.However,the agricultural industrialization consortium is at the initial stage of development.In reality,the function of the consortium has not been fully played.The connection between the diversified business entities is not close,the cooperative relationship is not equal,and the mechanism of sharing,co-creation and mutual benefit of land,capital,technology,information,brand and other elements between the entities is not perfect.As an aggregation with multiple member organizations,the operation efficiency of the agricultural industrialization consortium is the result of the cooperation of the new internal business entities.The leading enterprises,agricultural cooperatives,family farms and farmers need to work together to fully play the functions of the consortium.However,at present,many members of the consortium are in chaos and lack sufficient trust among members,The resources of each member in the consortium cannot be reasonably and effectively allocated,and the consortium faces the problem of coordination among multiple entities,which has a negative impact on the cooperation between the consortium to a certain extent,and affects the operation efficiency of the consortium.And as an industrial organization,the consortium has different types of governance models in practice.The synergy performance of the consortium is different under different governance models.What is the specific performance of the synergy effect of the consortium? How to evaluate the synergy of the consortium? How is the synergy performance of the consortium under different governance modes? Is there any difference? How to improve the governance model of the consortium in the future? This is the problem that this paper pays special attention to and urgently needs to be solved.This paper constructs an evaluation index system for the synergy effect of agricultural industrialization consortiums.The indicators at all levels are developed from three dimensions: flow effect,sharing effect and target value co-creation effect.They mainly evaluate the performance of the synergy effect of the consortiums from the flow and allocation of resources within the consortiums,the sharing of resources such as facilities,equipment and technology,and the collaborative creation of value by various entities,It also compares and analyzes the differences in the synergy performance of the consortium under different governance modes.In Shanghai,there are 3965 family farms under the management of the list,9217 farmers’ professional cooperatives in normal operation and 183 leading agricultural enterprises at or above the district level.The agricultural industrialization consortium has gradually formed and expanded.The Shanghai Action Plan for Promoting the High-quality Development of Agriculture(2021-2025)proposes five actions,including supporting 30 agricultural industry consortiums to become better,bigger and stronger,Therefore,this paper takes Shanghai Agricultural Industrialization Consortium as the research object.The data in this paper comes from the survey conducted by the research group on the main bodies of the Shanghai Agricultural Industrialization Consortium from August to September 2021.The participants of the Agricultural Industrialization Consortium are contacted by the government functional departments and distributed through electronic questionnaires and field surveys.A total of 249 questionnaires were distributed and 225 valid questionnaires were recovered.The combination weighting method combined with analytic hierarchy process and entropy weight method is used to determine the indicator weight,and the fuzzy comprehensive evaluation method is used to analyze the overall synergy performance of the consortium,and to compare and analyze the differences and reasons of the synergy performance of the consortium under different governance modes such as enterprise governance,contract governance and relationship governance,and to explore the future development direction of the agricultural industrialization consortium.The research results show that the score of the synergy level of the consortium is65.8671 based on the results of fuzzy comprehensive evaluation at all levels.At present,the synergy performance of the agricultural industrialization consortium is at the "average" level,and the synergy of the consortium has great room for improvement.There are significant differences in the synergy level of the consortium under different governance models.The synergy level of the consortium under the relationship governance model is higher than that of the enterprise governance and contract governance model.The risk response attitude,trust mechanism and benefit distribution mechanism are the main reasons why the relationship governance model is superior to the other two models.Based on the analysis and summary of the research results,corresponding countermeasures and suggestions can be drawn:(1)At different development stages of the consortium,use different governance models to promote the synergy of the agricultural industrialization consortium.(2)Improve the risk prevention mechanism.Family farms and farmers are encouraged to participate in agricultural insurance,the consortium establishes risk funds,and the government sets up supporting policies and measures.(3)To develop into joint-stock cooperation and make the cooperative relationship more stable. |
