Food safety is related to people’s health.In order to improve the level of local food safety management,governments at all levels have introduced a series of laws and policies on food safety supervision,and have gradually incorporated food safety work into the annual performance evaluation of local governments,even becoming an important indicator for the comprehensive evaluation of local leadership teams and cadres.In recent years,national ministries,provincial governments,and local departments have made some beneficial explorations in innovating and exploring evaluation standards and assessment systems for food safety work.However,most of them exist for the purpose of assessing local governments,with certain limitations,such as insufficient comprehensive evaluation indicators and objective evaluation methods.Therefore,constructing a scientific,reasonable,comprehensive,and objective food safety evaluation system has become an important topic in current food safety work.Firstly,this article introduces three different levels of assessment and evaluation systems:National Food Safety Demonstration City,the evaluation standards for Creating Food Safety Demonstration(City,District)in Zhejiang Province,and the Food Safety Index of Yiwu City.From the dimensions of evaluation standards and evaluation methods,the above three sets of assessment or evaluation systems are compared and analyzed,and the shortcomings and lessons learned are summarized.Secondly,this paper uses the theory of government performance management and risk management,combines the characteristics of food safety supervision work and the existing food safety assessment standards,and innovatively constructs the local food safety evaluation system from the two aspects of food safety risk analysis and food safety supervision performance.Through interviews and Delphi method,four first level indicators,including food safety risk management and control level,food safety stakeholders,food safety process management,food safety assurance,10 second level indicators,including the occurrence of food safety problems,and 21 third level indicators,including the number of food safety accidents of level IV and above,and their corresponding weights are defined,so as to build a local food safety evaluation index.Once again,taking Yiwu City,Zhejiang Province as an example,the food safety evaluation index of Yiwu City in Zhejiang Province and the specific scores in 2020,2021,and 2022 were obtained under this model.The changes in food safety scores of Yiwu City in Zhejiang Province were analyzed to further validate the feasibility and value of this model.Finally,based on empirical research results,targeted policy recommendations are proposed on how to improve the food safety level in Yiwu.
