Abstract/Summary:
Enterprises cannot develop independently of the economic and social environment,and the connections among the interested parties during the development process will inevitably become closer.It means that they cannot blindly pursue economic interests in development.At the same time,they also should engage in a game between pursuing interests and taking responsibility.Unionpay Merchant Service Co.Ltd Inner Mongolia Branch has carried out corresponding social responsibility for different interested parties,but driven by the "profit seeking" nature of enterprises,they intentionally or unintentionally engage in "profit seeking" behavior,damaging some rights and interests of interested parties,and even affecting economic and social development.The government,as the helm,is also a favorable external driving force in intervening some areas in poor performance of responsibilities,This research discussed the leading role of government from the internal and external corresponding factors related to the development of the enterprise.Firstly,from the perspective of internal factor,the government should guide the enterprise to abide by the laws and regulations,and also supervise the performance of corresponding responsibilities in the rights and interests of employees,customers,and the interested parties.Secondly,the external factors of enterprises development involve in social and environmental aspects.The government should supervise and urge enterprises to fulfill their duties,and also promote the harmonious development of enterprises and the external environment.This research,based on stakeholder theory and government intervention theory,applied survey questionnaires and in-person interviews to analyze the current situation of government intervention in the process of fulfilling business responsibilities of Unionpay Merchant Service Co.Ltd Inner Mongolia Branch.It aims to identify some existing problems in the government’s intervention process,and deeply analyzes the causes of these problems.In analysis,it is found the following reasons which include the government lacks of consensus of the social responsibility of enterprise;the inadequate management system;and the poor motivation in supervising the performance of responsibilities;the defective transformation of government functions;and the ineffective supervision on benefit assignment.These causes may result in some consequences such as misguidance,unregulated standards of industry responsibilities,poor supervision,and ineffective supervision of social responsibility information disclosure.This research will study three factors invovled in cognitive guidance,regulation system,and supervision on feedback system in order to improve motivation of enterprises to fulfill social responsibility and improve the efficiency of government intervention.Based on the study,some countermeasures and suggestions have been proposed.The government should focus on creating a good business environment for enterprises;guide enterprises to establish correct business concepts;strengthen incentive and guidance measures;assist enterprises in formulating industry social responsibility standards;establish communication and cooperation system with enterprises;improve the regulatory system and standardize and supervise the feedback system.At present,most research related to corporate social responsibility focuses on the issue of corporate social responsibility fulfillment.In contrast,this research provides a detailed analysis and exploration of corporate social responsibility fulfillment from the perspective of government intervention,hoping these recommendation could provied some references for the further research on government intervention and social responsibility.
