Food security is a ballast affecting modern economic and social stability.To ensure the cornerstone of national security,especially in the increasingly complex international environment,the spread of the new coronavirus epidemic,and economic development setbacks,to improve food supply capacity and increase food production is a top priority.In the current context of ensuring national food security,consolidating the achievements of poverty eradication and implementing the rural revitalization strategy,potato,as the world’s fourth largest staple food,is recognized as one of the high-yielding cash crops with good development prospects,with outstanding advantages in terms of planting yield,nutritional composition,further processing value and preservation time.China’s development of potato staple food time is relatively short and there is also a low coverage of high-quality seed potatoes.High-quality seed potatoes are less and product processing technology is low,not suitable for the people’s dietary habits and many other issues,affecting the promotion of potato staple food process.This paper takes the industrial development of potato staple food in Laoling City,Shandong Province as the research object,using field survey method,questionnaire survey method,literature research method and other methods to carry out research.First of all,although Laoling is not a potato production area in China,the local government has taken the potato industry as a leading industry to turn the way,adjust the the focus of structure on cultivation,and constantly increase efforts in policy support and scientific research and development to establish a potato seed breeding,large-scale planting,deep processing of products,derivative food development and promotion of a relatively complete industry chain.second,in the process of developing the potato industry as the main grain in Laoling city,there are small-scale planting,low production levels and weak processing capacity,and sales chain is not perfect;staple food products cost more,less varieties of high nutritional value and many other issues,affecting and limiting the development of potato staple food.Finally,it is recommended in the policy support,production links,enterprise participation,publicity to guide the four aspects of further development of potato staple food.In terms of policy support,further improve the policy support and industry guidance targeting,not limited to seed potato breeding and large-scale planting subsidy support,but in the development of planning,strengthen supervision,the whole industry chain financial and financial support,mechanization promotion,the introduction of high-tech talent support;in the production chain,promote organic ecological and green planting,strengthen planting and storage technology guidance,and increase product deep chemical research and development In the enterprise participation,the establishment of "enterprise + cooperative+ farmers" as the center of the tripartite interest linkage mechanism,set up a collection of acquisition,wholesale,storage,e-commerce as one of the potato sales network;in the propaganda guidance,in accordance with the "nutrition guide consumption,consumption guide Production" concept,vigorously promote the development of staple food products,change the diet structure and concept,drive potato staple food consumption,create a good potato staple food products consumption market.It is recommended that Laoling City always take farmers’ income as the goal,market demand as the guide,breeding research and development,deep processing,marketing as a breakthrough,play the potato industry’s science and technology,brand,sales advantages,to achieve a new breakthrough in potato staple food and potato industry leapfrog development.Given that potato staple food is still in its infancy,there is still a "vacuum" and a "system gap" in policy implementation,and there is an urgent need to further improve policy support and scientific research and development.Based on the theory of agricultural industrialization,this paper innovatively applies economic theory to the specific practice of potato staple food,analyzes the current situation and problems of potato staple food in a comprehensive and systematic manner,and systematically proposes specific measures and key areas of policy support for the development of potato staple food in terms of seed breeding,promotion of planting,production and storage,product development and diversification,with a view to promote the main food of potatoes and provides reference.
