Nianli Town,Qujiang District,has been restricted by land indicators in terms of industrial development.In order to seek development,it plans to attract investment for the incubator project of Smart Innovation Park.However,whether the project conforms to the local development trend,what risks will be encountered during the construction process,and how to prevent and control risks have become the problems that must be solved in order to realize the project landing.This article mainly describes the project risk identification,risk assessment and risk prevention and control from the perspective of risk management.Based on the risk management process of risk identification,assessment and control.First,the WBS-RBS model is used to divide the project process according to the risk bearers,sort out the risk sources that will occur in each process and sort out the relevant risk sources through brainstorming,consultation,random access,etc;The risk sources shall be classified according to the risk type,and the risk sources shall be checked again according to the risk type,the basic situation of the project and relevant parameters,and all risk sources shall be classified one by one,and the risk identification results shall be analyzed according to the actual situation of the project;The second is to decompose the main risk types into four criteria levels by using the analytic hierarchy process,decompose the risk factors in the criteria level stage into the indicator level,compare the indicator level in pairs to build a matrix,invite experts to score its importance,calculate the weight through the comparison of the importance of the two indicators,carry out the consistency test,and obtain the risk weight,Using the fuzzy comprehensive evaluation method,the risk assessment value of the incubator construction project of the Smart Innovation Park is calculated to be 3.084,and the overall risk of the project is estimated to be acceptable,so as to determine the management level of various risks;Third,put forward risk control measures from two aspects of overall and targeted control: the overall control is mainly to establish a risk management system,which can control risks by sorting out the organizational management structure,clarifying the post system and establishing a guarantee system for human,financial,material and other elements;Targeted prevention and control is mainly to put forward prevention measures for major risk types such as environmental risk,technical management risk,organizational management risk and economic management risk,and propose solutions point-to-point based on the characteristics and laws of risk sources.
