The Impact Of Standards And Regulations On China’s Export Trade Of Wood Forest Products

China is the world’s largest producer and trader of wood forest products,and The growth of China’s exports of wood and forest products is positive.However,when looking at both China’s export commerce and the export of wood forest products,it can be seen that while the sum of both shows a consistent upward trend,the share of wood forest product exports in China’s overall export trade is falling,from 2.12% in 2006 to1.95% in 2020.It is clear from the decreasing share that the growth rate of China’s woody forest products exports has started to slow down and the value added of export products trade has decreased.This unfavorable phenomenon may be caused by China’s "high volume,low price" competition strategy erodes the development space of the wood industry in importing countries,and is frequently subject to tariff barriers and non-tariff barriers such as technical trade barriers,anti-dumping and countervailing investigations from importing countries,making China’s wood forest products export trade may suffer certain impacts.In order to avoid trade barriers,the Chinese government has shifted the requirements for wood forest products exports from quantity to quality improvement,and Chinese wood forest products standards may affect the dynamics of China’s wood forest products export trade.For this reason,it is of practical importance to study the effect of standards regulation on China’s woody forest products export trade.This paper conducts research from both theoretical and empirical perspectives.Firstly,based on the core ideas of transaction cost theory and technology gap theory,theoretical analysis of the impact mechanism of standard regulation on China’s wood forest products export trade;secondly,collating the number of domestic standards for wood forest products,collating and merging the UN Comtrade Database,World Bank WDI Database,China WTO/TBT-SPS Notification Information Network,National Bureau of Statistics Website Again,in the empirical analysis,the number of domestic standards and TBT notifications are used as indicators to measure domestic standards and international standards.The data of China’s wood forest products export trade from 2006 to 2020 are selected and studied for 41 countries and regions,and the panel data model is used to assess the impact of China’s forest industry standards construction on China’s wood forest products export trade,and robustness and heterogeneity tests are conducted.The results show that: China’s domestic standards regulation significantly promotes the growth of wood forest products exports,and the positive effect can last for at least 3periods;the direct adoption of international and foreign advanced standards by domestic standards can also promote China’s wood forest products exports;by standard content,wood quality standards,wood technology standards,quality testing method standards,and other safety standards all have significant positive promotion effects,and the combined effect can also promote China’s In terms of impact mechanism,domestic standards regulation has an indirect export promotion effect by stimulating technological innovation;international standards regulation will hinder China’s wood forest products exports,but domestic standards construction can offset the negative effect;domestic standards construction has a greater role in promoting China’s wood forest products exports to developing countries than developed countries.Based on this,we should continue to promote the preparation and revision of domestic standards related to wood forest products to help China’s wood forest products exports grow steadily.Recommendations on woody forest product standards are made from the perspectives of the government,industry,and enterprises based on the findings of the study on the influence of standards on China’s export trade for woody forest products.First,the government should accelerate the process of standard regulation in the field of forest industry to carry out the evaluation of the standard development and implementation effect in the field of wood forest industry,establish a response mechanism,enhance the number of international standards adopted in the field of forest industry,actively participate in the activities of the International Technical Committee for Standardization ISO,and enhance the voice of Chinese wood forest product standards in the international;second,industry associations should actively participate in wood forest product industry Second,industry associations should actively participate in international exchange meetings,strengthen international exchanges,and exchange and learn from other countries’ wood forest products industry associations.Third,forest industry enterprises should pay attention to technological transformation,improve technical standards,focus on the development of high-quality wood forest products,adjust the export structure of wood forest products,adjust the appropriate export strategy,and increase the export of high-quality wood forest products.
