The improvement of people’s consumption level has made people pay more and more attention to food quality and safety.This has led to the rapid development of the cold chain logistics industry.However,in the face of the practical dilemma of insufficient number and uneven distribution of cold chain facilities and equipment,it is difficult for the supply of cold chain preservation services to meet the demand for cold chain.In this regard,the central and local governments have issued a series of cold chain subsidy policies in recent years to support the construction of cold storage,the purchase of refrigerated trucks and the upgrading of temperature control technology.Nevertheless,many cold chain companies are reluctant to apply for subsidies after weighing the pros and cons,which greatly reduces the efficiency of cold chain subsidies.Inspired by the design of subsidy mechanisms by some local governments according to their freshkeeping capacity,this paper intends to conduct research on the optimal decision-making and coordination of the supply chain of fresh agricultural products whose subsidies depend on the fresh-keeping level,and reveal the decision-making mechanism of supply chain enterprises and the corresponding optimal government subsidy strategies,which has important theoretical and practical significance.Based on the subsidy targets,this paper conducts research on three scenarios:government subsidy suppliers,subsidized retailers,and subsidized parties.Firstly,considering the government-subsidized suppliers,the demand function affected by the supplier’s freshness level,freshness sensitivity coefficient and government subsidy amount is described,and the decision-making model of the fresh agricultural product supply chain of the government-subsidized supplier is constructed,and the fresh-keeping level,retail price,wholesale price and profit of supply chain members under decentralized decision-making and centralized decision-making are solved and compared.In order to improve the operational efficiency of the supply chain,a cost-sharing coordination contract was designed and the preservation level before and after the coordination was compared,and the profit changes of suppliers and retailers were compared.On the basis of the above,the decision-making model of fresh agricultural products supply chain of government-subsidized retailers is constructed,the optimal equilibrium solution under decentralized decision-making and centralized decision-making is solved and compared,and in order to achieve supply chain coordination,the coordination contract of "cost sharing coordination + transfer payment" is designed,and the fresh-keeping level before and after coordination,and the profit changes of suppliers and retailers before and after coordination are analyzed.Finally,Scalability analyzes the situation of subsidizing suppliers first and then subsidizing retailers,and compares the three subsidy strategies.Through research,the following main conclusions have been drawn: within a certain range,government subsidies can improve the social welfare,node enterprise profits,and preservation level of the three subsidy strategies,and can reduce retail and wholesale prices,incentivizing suppliers and retailers to strengthen the construction of cold chain facilities;If the freshness level of retailers is higher than that of suppliers,the supply chain system that subsidizes retailers has the highest profit and freshness level;In the case of low subsidies,government subsidies to retailers have the greatest social welfare,while in the opposite case,subsidies to suppliers have the greatest social welfare;An excessively high cost sharing ratio will invalidate the coordination contract.When the cost sharing ratio meets a certain range,the preservation level,suppliers,retailers,and system profits can all increase;When the cost sharing ratio and transfer payment meet a certain range,Pareto improvement can be achieved in the preservation level,supplier,retailer,and supply chain system profits when subsidizing retailers.
