As a new type of agricultural management body,farmers’ professional cooperative is an essential part of carrying out appropriate agricultural scale management.According to the statistics released by the Ministry of Agriculture and Rural Affairs,since the promulgation of the Law on Farmers’ Professional Cooperatives,the number of legally registered cooperatives nationwide has reached 2.2 million.The establishment of specialized farmer cooperatives has become a catalyst for farmers to enter the market,change agricultural production mode,improve agricultural productivity and promote the process of agricultural modernization in China.However,the quality of cooperatives has not kept pace with the development of quantity due to the unsound early legislative mechanism and organizational structure.There are usually "zombie societies" in the ranks of cooperatives.They just hang the brand of cooperatives,and the operation mechanism of cooperatives is completely invisible in their internal production;At the same time,due to the lack of corresponding management organization development experience,most cooperatives in agricultural production will also have the characteristics of weak quality.What kind of institutional arrangement should be adopted to better serve the agricultural modernization development of China,fit in with the rural revitalization strategy and promote the high-quality development of agriculture? How to improve the ability of farmers’ professional cooperatives to resist risks and manage and organize become the focus of attention.At the same time,cooperatives,as an important bridge connecting small farmers with the market,will realize what kind of transformation in their organizational mode in the face of environmental changes in actual production and operation? What is the effect of the organizational change? This is the focus of this article.Vegetable planting professional cooperatives are one of the most common types of farmers’ professional cooperatives at present,and their organizational mode transformation is representative.This study takes Jinan Laiwu Mingli vegetable planting professional cooperative as an example,through reviewing and sorting out the various stages of the organizational mode of the cooperative,analyzes and summarizes the constraints faced by the cooperative at each stage and what organizational mode transformation should be adopted to solve the problem.By using the theory of institutional change,transaction cost theory and organizational synergy theory,this paper analyzes the transformation process,analyzes the effect of the transformation of organizational mode,summarizes the problems and causes after the transformation,and puts forward the corresponding solutions.Through the analysis of the organizational mode of various stages of Mingli vegetable planting professional cooperatives,the following research conclusions are drawn: firstly,the organizational structure of Mingli vegetable planting professional cooperatives has changed from centralization to decentralization,and more attention has been paid to the level of division of labor and cooperation among various departments within the organization.Secondly,through the transformation of organizational mode,cooperatives realize the improvement of supervision and incentive mechanism,information transmission mechanism and resource collection mechanism,and enrich the types of production services.From the perspective of members,the transformation of organizational mode standardizes the production behavior of members,increases their income and protects their rights and interests.At the same time,cooperatives now also have the problem of less peripheral bases and shorter agricultural industry chain.The causes of the problem are the poor stability of the contract,the risk awareness of the decision-making level of the cooperative and the rigidity of agricultural financing methods.Based on the above research conclusions,this paper has the following research suggestions:First of all,cooperatives should continue to optimize the supervision and incentive mechanism,and incorporate the peripheral bases into the cooperative dividend mechanism.At the same time,the cooperatives should develop the deep processing industry of agricultural products and extend the agricultural production chain of the cooperatives.Secondly,the government should innovate the loan mode of cooperatives and encourage the loan to be issued by means of land mortgage.The government should also make use of the resources of scientific research institutes to establish a long-term mechanism for cultivating directors to improve the decision-making level of directors,then improve the ability of cooperatives to resist risks.At the same time,the exchange mechanism between cooperatives should be established to ensure the exchange of production between cooperatives,it’s useful to raise the level of cooperation between local cooperatives in production.
