With the development of China’s socialist market economy and the further advancement of urbanization construction,China’s economic structure has undergone great changes compared with before.The rapid development of coastal cities and transportation hub cities attracts more and more rural labor force.Migrant workers with strong mobility have become the connecting layer and filling layer of urban and rural pattern.Migrant workers live on the basis of high or low salary.They lack understanding of insurance policies,and most of them only consider immediate benefits rather than long-term plans.The overall insurance participation rate is low.In recent years,the Chinese government has continuously increased the publicity of social security policies,and migrant workers began to pay attention to their own social security rights and interests.Basic pension insurance is related to everyone’s vital interests.Migrant workers flow more frequently than other groups,and their pension treatment has been "the attention of all".The 20 th National Congress of the CPC made it clear that we should improve the national pooling system of basic endowment insurance and develop a multi-tiered and multi-pillar endowment insurance system.At present,the basic endowment insurance has covered 1.04 billion people,and the level of insurance is rising by steps.With the continuous improvement of the pension insurance transfer and renewal system,the transfer and renewal work has made great progress in system operation,business management and other aspects.However,with the change of The Times,the mobility of migrant workers has only increased compared to the previous,and the existing pension insurance transfer and replacement policies appear to be "inadequate".In the actual operation level,there are still problems such as inconsistent transfer and replacement standards,imperfect measures,and imperfect systems and mechanisms.Because of the fact that our country has not yet enacted a specific policy of national unified standard pension transfer,rural migrant workers can not enjoy due rights and interests in basic pension transfer,This paper takes Q City as the starting point,conducts field research on the reality of the transfer and renewal of the basic pension insurance for migrant workers in Q City,sort out the problems in the process of the transfer and renewal of the pension insurance in Q City in detail,analyzes the causes objectively,and finally proposes specific solutions to these problems: promoting the provincial pooling,strengthening the construction of the "Internet +" platform,improving legal aid,etc.Through continuous improvement of supporting measures to promote the smooth transfer and continuation of the pension insurance of migrant workers in Q City,finally realize the barrier-free transfer and continuation of the pension insurance in Q City.
