Research On Risk Management And Control Of Rescue Hidden Debt Under PPP Model

With the vigorous promotion of national policies,PPP projects,as an important investment and financing tool,have been developing rapidly.However,the hidden debt risk that may accompany the PPP model in the comprehensive and rapid promotion process has aroused the high vigilance of the political and social circles.At present,scholars mainly study the definition,classification and other contents of local government hidden debt under the PPP model,and few literatures carry out targeted research on the identification and prevention countermeasures of the rescue hidden debt risk under the PPP model from the perspective of moral responsibility.From the perspective of government functions and characteristics of PPP projects,such debt is natural and difficult to avoid,so it is urgent to study and design the risk control of rescue implicit debt under the PPP model.In view of this,the research content of this paper is as follows:First of all,this paper determines the list of risk factors of the rescue implicit debt under the PPP model.Firstly,the scope and classification level of the risk of rescue implicit debt are determined by combing relevant literature.Secondly,the initial risk list is identified based on the literature research method,and then the final list of risk factors of rescue implicit debt is obtained through the supplement and amendment of the initial list through the expert interview method.Secondly,this paper finds out the key risk factors of the rescue hidden debt under the PPP model.Firstly,this paper obtains research data by sending questionnaires to invited experts.Then,based on the survey results after sorting and analyzing,the analytic hierarchy process and fuzzy comprehensive evaluation method are adopted to obtain the key risk factors.Finally,in order to further ensure the reliability and scientificity of the results,the key risk factors are obtained by collecting typical cases and investigating the frequency of each secondary risk factor.Finally,this paper establishes a prevention and control system for key risk factors and puts forward prevention and control measures for key risk factors combined with the theory of three lines of defense.This paper firstly uses the multi-case analysis method to find the root cause of the key risk factors by analyzing within and across cases.Secondly,the prevention and control system of key risk factors is established from the perspective of target system,organizational system,information management and prevention and control measures.Finally,based on the driving factors of key risk factors and from the perspectives of before,during and after,we put forward targeted prevention and control measures.Based on the above research,this paper constructs a list of risk factors of rescuetype hidden debt under PPP model,establishes a prevention and control system of key risk factors,and puts forward targeted measures for key risk factors,which is of great significance for resolving the risk of rescue-type hidden debt under PPP model.
