Guangdong Province Rice Weather Index Insurance Product Design

Agriculture is the basic industry of national economic development and occupies an important position in the national economy,and China’s Central Document No.1 for19 consecutive years from 2004 to 2022 regards agricultural and rural development as an important content of economic development work.The state has always attached great importance to the issue of agricultural production,especially food security,which is related to people’s livelihood and plays a key role in economic development and social stability.Guangdong Province is China’s major grain producing province,because of its special geographical location and climatic conditions,grain production is very vulnerable to natural disasters,especially typhoons,high temperature,flood disasters,which has brought serious threats to Guangdong Province’s agricultural production and life and agricultural economic development.In this context,it is of great significance to study weather index insurance with local characteristics to promote the development of weather index insurance and ensure food security production.Guangdong Province is a major rice-growing province,and rice production is in the forefront of the country all year round,but abnormal weather is frequent,and traditional agricultural insurance cannot effectively disperse meteorological risks.Based on this,firstly,this paper studies and sorts out the operation mechanism of weather index insurance and excellent cases at home and abroad,and specifically analyzes the influence of weather factors on rice growth.Secondly,this paper collates the historical yield and historical meteorological data of rice in four cities in Guangdong Province,such as Yangjiang,and designs rainfall and temperature weather indices based on agricultural meteorological analysis methods.Thirdly,the 5A sliding average method is used to isolate the meteorological yield,calculate the rice yield reduction rate in four cities,and regression analysis is carried out with the rice yield reduction rate and the corresponding weather index.Then,according to the empirical analysis method and the parameter analysis method,the insurance premium rate was determined and compared,and then the insurance amount and insurance premium were determined,and some insurance clauses of the rice weather index insurance product in Guangdong Province were designed taking Yangjiang City as an example.Finally,the research results of this paper are summarized,and some suggestions for the development of weather index insurance are put forward,such as strengthening the construction of meteorological stations,improving index design,and increasing publicity and promotion.Based on the relevant data processing,this thesis designs a suitable weather index insurance scheme for rice in Guangdong Province,hoping to provide reference for the development of weather index insurance in Guangdong Province.
