The telecom manufacturing industry is a strategic,pioneering and basic industry for national economic development,a technical support and material foundation for accelerating industrial transformation and upgrading as well as national economic and social informatization construction,and an important cornerstone for safeguarding national defense construction and national information security.In recent years,although China’s telecoms manufacturing industry has developed rapidly,it has faced problems such as dependence on foreign countries for core technologies,rising trade protectionism and the restructuring of the global value chain.With the signing of the RCEP agreement in 2020,it provides a broad space for regional economic development.Whether China can build an autonomous and controllable regional value chain of telecom industry with the help of RCEP agreement and achieve the upgrading of the value chain of the telecom industry is a matter of both opportunities and challenges.Therefore,clarifying the international competitiveness of the telecom manufacturing industry in RCEP member countries is crucial to the future development of China’s telecom manufacturing industry.This paper is divided into six parts.The first part explains the background and significance of the study,and compares and reviews the relevant literature at home and abroad;the second part analyzes the relevant theories and mechanisms;the third part analyzes the current situation of the trade development and international competitiveness of the telecom manufacturing industry of RCEP member countries using statistical description method;the fourth part measures and analyzes the GVC index of the telecom manufacturing industry of RCEP member countries using comparative analysis method;the fifth part is the empirical analysis,using the two-way fixed effects model to study the impact of GVC participation,GVC status and other factors on the international competitiveness of the telecommunications manufacturing industry of RCEP member countries;the sixth part is the conclusion and countermeasure suggestions.This paper mainly draws the following conclusions:(1)China’s telecom manufacturing trade is expanding,the proportion of processing trade is decreasing,the proportion of general trade continues to rise,and more enterprises are climbing up the industrial chain,but they are still more dependent on developed countries in the manufacturing of high-end products.There is a wide variation in the enthusiasm of RCEP member countries to participate in trade in telecommunications manufacturing,and trade with China has been expanding in recent years,making it an important trading partner for China.(2)China,Japan,Korea,Australia,and New Zealand have strong international competitiveness in telecom manufacturing,while the Philippines,Myanmar,Laos,and Indonesia have medium international competitiveness,and Malaysia,Thailand,Singapore,Cambodia,and Vietnam have weak international competitiveness.(3)A comparative analysis of the GVC index of the telecom manufacturing industry of RCEP member countries reveals that the forward participation of China,Japan,New Zealand,and Australia is high,the backward participation of Thailand,Malaysia,Singapore,Cambodia,Laos,and Vietnam is high,and the difference between the forward and backward participation of Korea,Philippines,Myanmar,and Indonesia is small.China,Japan,and Australia are in a relatively upstream position in the value chain,Korea,the Philippines,New Zealand,Myanmar,and Indonesia are in a relatively midstream position,and Malaysia,Thailand,Singapore,Cambodia,Laos,and Vietnam are closer to the downstream position of the industry.(4)The empirical analysis found that for the telecom manufacturing industry,improving GVC status,increasing R&D personnel investment and patent applications can significantly enhance the international competitiveness of the industry.
