With the deepening degree of the global information, telecommunication service industry has become one of the major driving forces to fast-growing economies. Under the background of economy globalization, most countries' telecommunication industry has contact with the international market. China has been the member of the World Trade Organization for about 6 years. According to the promise, our telecommunication service market will be completely opened to foreign companies, until then the competition in China telecommunication service market between China companies and foreign companies will be more fiercely. In addition, the development of telecommunication service industry will not only pull the whole nation economy, but has closely link with national security. Therefore, we should find out the station of our telecommunication service industry's international competitive power. Upon that research, we may find out the countermeasures of how to enhance the international competitive power of our country's telecommunication service industry.According to Michael Porter's theory on national competition superiority, the national competition superiority or the industrial competition superiority mainly decided by four basic factors and two auxiliary factors. The basic factors include the element of production, demand conditions, related and support industries, and the strategy of enterprise organization. And the auxiliary factors are made up of the government and the opportunities. These factors together constitute the "diamond model".This thesis establishes the "diamond model" of telecommunication service industry according to Michael Porter's theory on national competition superiority. After researching on the development and environment of telecommunication service industry in five countries including China, the United States, Japan, France and Brazil, we get the status of our country's international competitive power by using the "diamond model". The results reveal that although China's international competitive power in telecommunications services industry is in lower level, but has huge development potential, and the element of production factors have a comparative advantage. Then through the regression model, we can find that three factors including investment in telecommunication fixed assets, R&D expenditures and R&D staff input are not only closely related with our country's telecommunications services industry, but can largely to promote its development. At last, according to the analysis of the model, and combining with Strengths, Weaknesses, Opportunities and Threats factors, this thesis make out corresponding measures to improve our country's international competitive power in telecommunications services industry.
