With the deepening of globalization, more and more multinational companieschoose to transfer Standardization Sector of electronic and telecommunicationequipment manufacturing industry to China. At the same time, as the domesticdemand for electronic information products increasing, Chinese electronic andcommunication equipment manufacturing industry is in a stage of rapid development.In addition, electronic and communication equipment manufacturing industry as oneof the high-tech industries, with high-tech, high value-added, highly competitivefeatures, fit the nation proposed to increase the ability of independent innovation,promote the development requirements of the optimization of industrial structure.These two reasons causing the current provinces and regions have the electronic andcommunication equipment manufacturing industry as a leading industry in thedevelopment of environmental policy support and the industry has spared no effort tocreate. Though the electronic and telecommunication equipment manufacturingindustry win the various local government efforts to support everywhere, the domesticelectronic and telecommunication equipment manufacturing industry show significantspatial clustering characteristics. To find out the reasons of this phenomenon, thispaper beening out of theoretical and empirical research based on the results, study theimpact of electronic and telecommunication equipment manufacturing industryagglomeration factors, and identify these factors play a role in the direction, extentand mechanism, prviding an effective way for regional development of electronic andtelecommunication equipment manufacturing industry and the basis for reference.This paper focuses on the following two parts: First, to describe Chineseelectronic and telecommunication equipment in the accumulation of status andchanges in manufacturing trends; the second is to study the influence of electronic andtelecommunication equipment manufacturing industry agglomeration factors, and findthat they work in the direction, extent and the mechanism.For the first part, the paper first reviews the existing measure concentration levelsof some empirical studies, and then selects the concentration CRn, H index, the Giniindex Gi and EG space index of four indicators together reflecting the electronic andtelecommunication equipment manufacturing industry cluster status and trends.In thispaper, the first empirical study finds that the current electronic and telecommunication equipment manufacturing apparent spatial concentration, and from1997to2009theoverall level of concentration has been increased. Geographical distribution ofindustry, the Pearl River Delta and Yangtze River Delta are the industry’s twogathering centers, Guangdong and Jiangsu are the most important gathering areas, andthis article also finds in the setting of the study period, significant changes in the levelof regional concentration, showing two characteristics: First, the industry graduallyfrom inland to the coast; second,in coastal areas, areas of high concentration levelhave been further strengthened.For the second part, this paper selects seven affected factors to start empiricalresearch from economic geography, new economic geography and government’spolicy, by reviewing existing industry cluster theory and referencing to the relevantempirical research results, and combining with the industry’s own characteristics anddata availability. Then the paper proposes seven assumptions according to selectedfactors affecting, then establishes model to test these hypotheses by taking the regionsof electronic and telecommunication equipment manufacturing cluster level asexplanatory variables and describing the statistical indicators of the above factors asthe explanatory variable.In this paper, empirical studies have found(descending orderof importance): the number of firms, human capital levels, local market demand, theopening degree,the coastal cities and the government’s suppor, combined effectingthe Chinese telectronic and telecommunication equipment manufacturing industryagglomeration.Finally, based on empirical results, the paper puts forward appropriate policyrecommendations about the Chinese electronic and telecommunication equipmentmanufacturing industry.
