An Examination Of The Performance Appraisal Of Innovation And The Factors That Shape High-Tech Businesses In Beijing-Tianjin-Hebei

Innovation is a crucial component in fostering the sustainable growth of the regional economy and the innovative expansion of our economy,which came about as a result of the shift in our economy from high quantity to high quality development.Performance in terms of innovation is a critical determinant of the long-term viability of businesses and a key strategic plan to support high-quality economic growth and create a science and technology-driven nation.For the R&D and creation of fundamental technologies as well as the growth of emergent industries,high-tech businesses are the driving force.They represent an important guarantee for national competitiveness in science and technology,and to some extent,they reflect the level of national development in science and technology,playing a key role in measuring national levels of innovation and development.The Beijing-TianjinHebei region is the core area of the Bohai Economic Circle,and it is home to many high-tech enterprises.However,there is still a certain gap in terms of overall operation and innovation development level between high-tech enterprises in this region and those in other regions.Therefore,research on the innovation performance evaluation and influencing factors of high-tech enterprises in Beijing-Tianjin-Hebei can to some extent explain the current situation of high-tech enterprise innovation development in these regions in recent years.According to the current situation,continue to carry out empirical research,measure innovation efficiency and explore its influencing factors,and then put forward strategic suggestions to reasonably improve enterprise innovation performance,which is conducive to enhancing the strength and long-term stability of high-tech enterprises.It provides theoretical guidance for improving innovation performance of Chinese high-tech enterprises.Drawing on relevant theories,this study examines the present state of innovation development among high-tech enterprises in the Beijing-Tianjin-Hebei region.Based on the index selection criteria outlined in this paper,we select indicators for measuring innovation input and output.To analyze the comprehensive innovation efficiency values at both regional and industrial levels,we employ the super efficiency SBM and Malmquist index methodologies to calculate static and dynamic values,as well as their corresponding decomposition values.A detailed analysis is then conducted.The high-tech enterprises listed in the Beijing-Tianjin-Hebei region are chosen as a representative sample,and their comprehensive efficiency value is computed as the dependent variable.We constructed a panel data set and utilized a time-fixed effect model to explore the factors that influence the innovation performance among high-tech enterprises in the Beijing-Tianjin-Hebei region.Our findings suggest that,in terms of innovation efficiency,there has been a consistent upward trend in overall innovation performance among high-tech enterprises in the region over the past decade,although significant differences exist between provinces and industries.Additionally,the three regions display considerable fluctuations in static innovation efficiency.From the perspective of static innovation efficiency,the three regions fluctuate greatly.In terms of dynamic innovation efficiency,Beijing is better than Tianjin and Hebei Province.Both static and dynamic innovation efficiency are better in computer and office equipment manufacturing industry than in other industries.Regarding influencing factors,our analysis found that R&D capital investment intensity,R&D personnel investment ratio,enterprise size,and ownership concentration demonstrate significant negative correlation with the regression coefficient of total innovation efficiency among high-tech enterprises in Beijing-Tianjin-Hebei.This suggests that these four factors have a notable inhibitory effect on the innovation performance of high-tech enterprises in the region.The regression coefficients of corporate profitability and government support on the total innovation efficiency of high-tech enterprises in Beijing-Tianjin-Hebei are greater than 0 but insignificant,indicating that these factors have an insignificant promo ting effect on the innovation performance of high-tech enterprises in the region.Based on these findings,we propose corresponding counter measures and suggestions at the enterprise and government levels,which can serve as a reference for high-tech enterprises to improve their innovation performance and promote innovation development in the future.
