At present,China has entered a new era.Solving unbalanced and inadequate development has become a new requirement for high-quality development.Unimbalance between urban and rural areas is the biggest imbalance in China’s development and is also a major issue facing China’s coordinated development among regions.In the process of urbanization development city often show huge siphon effect,a large number of rural resources transferred into the city,rural quantity,rural hollowing out,agricultural land,farmers aging decline in rural areas,the "strong village weak" situation,urban and rural development imbalance increasingly serious.The party’s 20 th annual report calls for comprehensively promoting rural revitalization,giving priority to agricultural and rural development,integrating urban and rural development,and unimpeded the flow of factors of production between urban and rural areas.We will make solid efforts to revitalize rural industries,talents,culture,ecology,and organizations,and build rural areas that are livable and beautiful.Under the background of implementing the rural revitalization strategy in the new era,establishing and improving the system,mechanism and policy system for integrated urban-rural development is the only way to build a new type of relationship between industry and agriculture and urban-rural areas and solve the urban-rural dual structure.This paper is based on China’s economy shifting to a stage of high-quality development,Following the historical background of the "rural revitalization strategy",On the basis of clarifying the theoretical connotation of urban-rural integrated development,Building the index system of urban-rural integrated development according to the overview of urban-rural integrated development in Heilongjiang Province,And based on relevant data from 2011-2020,The entropy empowerment method,cluster analysis method,Kernel density estimation method,coefficient of variation method and grey association analysis method are used to explore the level measurement and influencing factors of urban and rural integration development,In order to reveal the dynamic development law and existing problems in the process of urban-rural integration in Heilongjiang Province,and then formulate targeted development suggestions.The main conclusions are as follows:First,the level of urban-rural integrated development in Heilongjiang Province is on the rise and has a significant long-term trend,but some cities have a short-term decline,the level of urban-rural integrated development in different regions is unbalanced,and the development gradient of urban-rural integrated water development level is obvious.The internal gap between the level of urban and rural integrated development in Heilongjiang Province is narrowing,and there is a polarization trend.It is a regional distribution pattern of southwest to eastern China in terms of spatial layout.Second,urban and rural industrial economic integration,social life,talent cultivation,ecological environment,space development is the important factors affecting the development of urban and rural integration,including social life integration play a leading role,industrial economic integration,space development,ecological environment integration provides key strength,talent cultivation fusion play a basic role.In order to improve the level of the integrated development of urban and rural areas and realize the overall promotion and development of the region,the prefecture-level cities need to combine the local realities,identify the advantages and deficiencies,formulate targeted problem solutions,and formulate relevant policies to promote the integrated development of urban and rural areas according to local conditions.Third,based on the results of empirical analysis,the suggestions on urban-rural integration development in Heilongjiang Province are put forward.Optimize the industrial structure,improve the income level of farmers;strengthen the system guarantee,promote the equalization of urban and rural services;promote the training of talents,improve the balanced allocation of educational resources;improve the ecological living environment,explore the ecological economic value of rural areas;pay attention to the heterogeneity of regional development,and promote the innovation of urban-rural integration mode.
