Since the reform and opening up,China's economy has developed steadily and rapidly, with an average annual growth rate of about 10%.Agricultural and rural areas have also undergone significant changes, and farmers' income has improved significantly.China's economic development has shifted from focusing on development speed to paying more attention to development quality.Relying on industrial structure transformation and regional development coordination has become a new way to boost economy. However,it is difficult for agricultural efficiency and farmer's income to increase, and insufficient rural development momentum limits agricultural development.Accelerating the integration of three industries in rural area is the way to solve the plight of "three rural issues",which is an important measure to improve the quality and efficiency of agricultural development, and build a modern agricultural industry system, and the fundamental way to broaden the channels for farmers to increase their income and achieve sustainable rural development. This article discusses the relationship between the industrial integration and economic development, and discusses in details the development of rural industry integration among cities in Hubei Province.State panel data as the research object, use non-parametric estimation to measure the degree of rural industry integration and analyzes their integration and deviation.Explore the spatial distribution characteristics of the fusion degree through the spatial correlation analysis method, and finally analyze the impact of the integration of three industries on regional economic development. The following conclusions are obtained through research:(1)The development of the integration of three industries in the rural areas of Hubei Province is insufficient and unbalanced, and full integration has not been achieved. The degree of integration between different cities is significantly different.Deviation exist from the production frontier and their ideal level.(2)The spatial pattern of the integration of three industries in rural areas in Hubei Province varies greatly.HH-type regions shift from east to west. Most cities andprefectures are located in LH-type and HL-type regions, and the concentration is not obvious.(3)The effect of the integration of three industries is obvious. For each 1%increase in the degree of integration, farmers' income will be increased by 0.0471%,and the agricultural planting structure will be adjusted by 0.0191%.The degree of integration has a positive impact on narrowing urban-rural income gap,agro-ecological efficiency and industrial structure, but the statistics are not significant.(4)From the perspective of the impact of the degree of integration on economic development, the degree of integration of rural three industries has a significant positive impact on the total factor productivity of agriculture. Each 1% increase in the degree of integration will promote a1.3% increase in agricultural TFP.The article proposes that following measures: Strengthening agricultural policy guarantees and reduce integration costs.Relying on agricultural and rural resources to develop characteristic and advantageous industries.Focusing on agricultural product processing industry and realizing proper development of rural industries.Paying attention to integration effect and rationally guide the industrial layout.Cultivating new business entities and improve the investment climate in the countryside.
