Study On Wheat Production Efficiency And Influencing Factors In Hebei Province

The "14th Five-Year Plan" period is the decisive stage for China to build a moderately prosperous society,and it is also the starting point for the development of agriculture and rural areas to a new period and new changes.As a food grain,wheat occupies an important position in China’s food security,and wheat production is a matter of national security and livelihood.The "Fourteenth Five-Year Plan" has taken wheat production as one of the important goals,requiring the "Fourteenth Five-Year Plan" period to maintain stable grain production on the basis of moderate increases in wheat production levels.Hebei Province as a wheat province,vigorously promote the wheat green high quality and efficient action,in the national wheat production occupies an important position.Therefore,it is important to accurately grasp the actual situation of wheat production in Hebei Province,measure the efficiency of wheat production in Hebei Province,and clarify the factors affecting wheat production efficiency,in order to promote high-quality wheat production in Hebei Province.In this paper,the wheat production efficiency of 52 counties in Hebei Province is measured using a three-stage DEA model based on the factor of production theory,input-output theory,technical efficiency theory and resource allocation theory,with reference to the research results of domestic and foreign scholars on wheat production efficiency measurement.It was found that the selected industries,urbanization level and macroeconomic environment would affect wheat production efficiency to a certain extent.Therefore,the redundancy of land input,labor input and capital input selected in this paper should be decomposed using SFA analysis,and the adjusted input values should be re-measured to obtain more accurate wheat production efficiency values.The measurement results showed that the mean values of comprehensive technical efficiency and scale technical efficiency of wheat in Hebei counties generally decreased compared with the first stage,and there was a certain overestimation phenomenon.The mean value of pure technical efficiency is somewhat underestimated,therefore,overall there is still some room for improving the overall technical efficiency and scale efficiency of wheat production in Hebei Province.In terms of the mean value,the pure technical efficiency value of wheat production efficiency in Hebei province is higher than the scale efficiency value after excluding the influence of environmental and stochastic factors,which indicates that improving wheat production efficiency in Hebei province requires a strong effort to improve the scale efficiency.Therefore,wheat production efficiency can be considered to be improved by increasing the scale of wheat production,however,it is unrealistic and unscientific to simply increase the scale of production because of the natural,social and economic conditions of each region.Therefore,under the current conditions of wheat cultivation scale,realizing the rational allocation and effective utilization of agricultural resources is the main problem that needs to be solved in these regions at present.In addition,this paper empirically investigates the factors influencing wheat production efficiency in 52 counties in Hebei Province by constructing a random effects panel Tobit model.It was found that effective irrigated area,years of education per capita,financial expenditure,and road density affect wheat production efficiency and have a significant promoting effect,and appropriate increase of effective irrigated area of wheat,years of education per capita,financial expenditure,and improvement of transportation environment can improve wheat production efficiency.Finally,based on the findings,this paper proposes the following policy recommendations to improve wheat production efficiency in Hebei province: first,develop agricultural scale operation;second,strengthen agricultural water conservancy construction;third,strengthen agricultural education investment;fourth,reasonably allocate agricultural fiscal expenditure;and fifth,deeply promote the construction of agricultural products circulation system.In turn,to promote the wheat production system in Hebei Province and provide a good agricultural production environment for wheat production.
