| In recent years,against the backdrop of the state’s emphasis on "no speculation in housing" and the implementation of policies such as" concentrated land supply" in 22 cities,"stable land prices,stable housing prices as well as stable expectations" has become the norm.At the same time,domestic and international inflation and commodity prices have become the norm.At the same time,domestic and foreign inflation and bulk material prices have risen year after year,and China’s real estate industry has entered the silver age and the black iron age of meager profits from the golden age of abundant profits.The past rough management mode of small and medium-sized real estate enterprises will be more severely challenged,and cost management should not be limited to construction costs.How to do a good job of project life-cycle cost management is the key issue that these small and medium-sized real estate enterprises need to face and solve well.The paper takes X project of OP company as an example,analyzes its problems and reasons in cost management,and analyzes and researches how OP company can do a good job in the whole life cycle cost management.Firstly,this paper analyzes and draws a conclusion on the background,significance as well as the existing situation of research on project whole life cycle cost management at home and abroad,followed by the introduction of concepts,theories and main methods related to cost management.Secondly,it introduces the overview of OP,its organizational structure,the overview of X project,the establishment of cost management system of OP,the current cost management process of OP and the current cost status of X project.Again,through the case study method and process analysis method,the problems in the cost management of Project X include:large deviation of target cost,uncontrolled management of contract plan,failure to issue limit indicators in the design stage,failure to prepare master plan for bidding and procurement,failure to truly disclose the dynamic cost of the project,etc.;and the reasons for these problems are.Inconsistent demand of marketing department leading to inadequate cost measurement,lack of evaluation standards and assessment mechanism,lack of responsibility cost decomposition and allocation,lack of cost management awareness of enterprise management,and lack of comprehensive and standardized target cost management.Finally,in view of the above-mentioned problems and causes in the cost management of OP Company in Project X,the following improvement measures were studied:in the stage of prior land acquisition,we started from improving the target cost estimation procedure,fully justifying the decision-making process and signing the investment target responsibility letter;in the stage of project initiation meeting,we focused on strengthening the review of target cost changes and organizing business departments to jointly prepare the initiation meeting version of contract planning as the project assessment benchmark,and then decomposed and issued In the design stage,we focus on strengthening the design of limit indicators and evaluation of design results.In the mid-event bidding and procurement stage,we prepare the overall bidding and procurement plan and monitor the abnormalities in the process,and establish the bidding process meeting evaluation mechanism;in the project implementation stage,we implement the three-level management of the planning residual reserve pool and the dynamic cost warning mechanism of the project to improve two points respectively.In the post-completion stage,we establish cost post-evaluation procedure and establish enterprise cost database.And through the establishment of the whole staff responsibility cost system,stage results management system,optimization of the existing organizational structure,optimization of performance assessment methods,strengthening the application of cost ERP information system,etc.,to provide guarantees in terms of X project whole life cycle cost management improvement measures.This study helps to improve the cost management level of residential projects of OP real estate companies,which can better help the enterprises to optimize the cost management system and increase the return on investment of the projects while saving project expenses,and can also provide reference for other similar enterprises to find their own problems and optimize the cost management system. |
