Research On The Influencing Factors Of Intellectual Property Pledge Financing Demand Of Agricultural-related Science And Technology Enterprises

Since the 21 st century,the No.1 paper of the Central Government for many years has highlighted the extreme significance of the "three rural issues",especially since the 14 th Five-Year Program and the continuous promotion of national modernization,the "three rural issues" and the rural development strategy have become the focus of attention of all sectors of society.The issue of "three rural areas" and the strategy of rural rejuvenation have become the focus of attention of all sectors of society.The industrial development of rural areas is one of the top priorities of the rural revitalisation strategy,and is inseparable from the growth and development of agro-related technology enterprises.However,at present,most agricultural science and technology enterprises are difficult to obtain financing from commercial banks due to their own industry characteristics and asset scale.However,agricultural science and technology enterprises have advantages in independent intellectual property rights,which makes them have certain market competitiveness and good growth.The use of intellectual property pledge financing can alleviate their financing difficulties.Therefore,in view of the reality that the development of intellectual property mortgage financing of agricultural science and technology enterprises is relatively slow,it is of certain practical significance to explore the influencing factors of the financing demand of intellectual property mortgage of agricultural science and technology enterprises.Under the guidance of theories such as the theory of knowledge economy,the theory of information asymmetry,the theory of science and technology finance and the theory of cooperation game,this paper analyzes the current situation and existing problems of the development of IP mortgage financing of agriculture-related technology enterprises,and takes 202 agriculture-related technology enterprises in Yangling Demonstration Zone as the research object.analyses the internal factors and external factors of agriculture-related science and technology enterprises from both aspects.Then,using the ISM explanatory structure model,we analyzed the hierarchy of significant factors influencing the demand for IP pledge financing of agricultural-related science and technology enterprises,and finally,based on the problems and empirical analysis,we proposed relevant countermeasures.This paper finds that:(1)Despite the rapid development of intellectual property mortgage financing,there are still some problems such as insufficient attention to intellectual property mortgage financing,lack of government support and imperfect value evaluation system of agricultural technology enterprises;(2)As a new financing method,IP pledge financing effectively alleviates the difficulty and high cost of financing for agricultural technology enterprises.However,due to the influence of enterprises themselves,evaluation institutions,guarantee institutions,commercial banks’ attitudes and government policies,IP pledge financing demand of agricultural technology enterprises is generally low;(3)Among the significant influencing factors of the financing demand of intellectual property pledge of agricultural technology enterprises,different factors have different importance order.The prospect of intellectual property development and application,the willingness to carry out intellectual property pledge financing and the importance of government policies are the surface factors affecting the financing demands of intellectual property pledge of agricultural technology enterprises.The proportion of technical staff,the innovation and practicality of intellectual property rights,the attitude of banks,the services of appraisal and guarantee institutions,the relevant government subsidy policies and publicity and promotion are the middle-level factors.Whether IPR is the core technology of an enterprise is the most profound factor affecting the demand for IPR pledge financing for agro-technology enterprises.Based on these findings,this paper puts forward some countermeasures to expand and improve the demand for pledged IPR financing for agricultural-related science and technology enterprises.such as comprehensive management of IP of agricultural science and technology enterprises,innovate the way of IP value evaluation,establish and perfect the whole supervision system of IP mortgage loans,Laws and regulations on agricultural IP shall be improved,publicity of agricultural IP mortgage financing shall be intensified,IP trading platforms shall be promoted,and financing demands of agricultural technology enterprises shall be expanded.
