China is the world’s largest consumer of chemical pesticides.Although the amount of chemical pesticides in China has achieved continuous negative growth in recent years,problems such as product quality safety and ecological and environmental pollution caused by excessive use of chemical pesticides still exist.Therefore,the government vigorously promotes green production mode,actively promotes the promotion and application of IPM technology,and has achieved some results.However,there are still problems such as insufficient incentives for farmers to adopt IPM technology and low adoption degree.Therefore,it is of great significance to promote green production technology and explore various ways to improve the adoption level of IPM technology of farmers for the green and sustainable development of agriculture.First of all,based on the background of agricultural green,high-quality and sustainable development,on the basis of reviewing numerous domestic and foreign literature reviews,the research frontiers and development trends are systematically sorted out,and the connotation of the studied product quality certification and IPM technology is defined.The theory of farmer’s behavior,environmental regulation theory and agricultural technology adoption theory are used as theoretical support.Using the micro-survey data of 417 planting households in three cities of Shaanxi Province,the Heckman two-step estimation was used to empirically analyze the impact of participation in product quality certification on farmers’ adoption decision and adoption degree of IPM technology.On this basis,the mediation effect model was used to examine the influence mechanism of external regulation in product quality certification on farmers’ IPM technology adoption.Secondly,the propensity score matching(PSM)model was used to empirically analyze the influence of different participation modes of product quality certification on farmers’ IPM technology adoption behavior,and the multiple linear regression model was used to empirically analyze the influence of different participation levels of product quality certification on farmers’ IPM technology adoption behavior.Finally,in order to improve farmers’ green production technology adoption level,to achieve green and sustainable development of agriculture put forward relevant policy suggestions.Based on the above studies,the following conclusions are drawn:(1)The IPM technology is well adopted by the sample farmers,most of them adopt IPM technology,but the degree of adoption is low,and the types of IPM technology adopted are relatively simple.(2)Participation in product quality certification had a significant positive effect on farmers’ adoption decision and adoption degree of IPM technology.Cooperative technical training has a significant mediating effect on the influence of product quality certification participation on farmers’ IPM technology adoption decisions.Government planting supervision,cooperative product quality testing and cooperative technical training played a significant mediating role in the influence of participation in product quality certification on farmers’ adoption degree of IPM technology.(3)Participation in green food certification can significantly positively affect the adoption degree of IPM technology of farmers,and participation in green AA food certification has a significantly greater impact on the adoption degree of IPM technology of farmers than green A food certification.However,participation in organic certification has no significant effect on farmers’ adoption of IPM technology.(4)The participation degree of product quality certification significantly positively influences the adoption degree of IPM technology by farmers,and the participation of single product quality certification significantly positively influences the adoption degree of IPM technology by farmers,while the participation of multiple product quality certification has no significant effect on the adoption degree of IPM technology by farmers.Based on the above conclusions,policy suggestions are put forward as follows:(1)In view of the positive environmental externalities brought about by the adoption of IPM technology,the government departments should timely introduce corresponding policies to encourage the adoption of IPM technology by farmers to improve their enthusiasm.(2)Government departments shall strengthen the promotion of product quality certification,reasonably guide farmers,new agricultural operators and agriculture-related enterprises to carry out agricultural product quality certification,strengthen the supervision of agricultural product quality and safety,and improve the punishment of non-standard production behaviors.(3)Standardize the business environment of green agricultural products market,ensure the mechanism of product quality certification——high quality obtain high price,and guarantee the income incentive for the adoption of IPM technology.
